As a
Business Systems Analyst you will provide operational support to the Fraser Health’s
Digital Patient and Provider Experience Team in the area of
Integration Operations
You will apply your critical thinking ability and troubleshooting skill to investigate issue at all levels; application, DB, OS, network, and IT infrastructure.
You will deploy solutions based on industry best practices. You have the ability to solve technical and strategic challenges using innovative approaches.
You will also be involved in all phases of systems development life cycle and implementation projects includes hands on development and application design as a DevOp.
You will excel as you work with all levels of the business, ensuring information technology deliverable align with the business requirements.
Primary Responsibilities:
- Provide support and system administration of an interoperable solution that enables integration of clinical and business workflows across core clinical systems at Fraser Health, numerous other regional and provincial integration initiatives.
- Provide systems analysis participating in the establishment of system scope and objectives, conducting feasibility studies, planning or modifying source code to solve system problems.
- Identify system deficiencies, user department operational inefficiencies and ways of improving business efficiency functions.
In this position you will be challenged daily to better improve the system efficiency and stability. The work takes strong analytical capability - able to analyze a situation, identify a problem and provide solutions. You will be using complex data to support technical decisions and you'll need to demonstrate collaborative, creative and conceptual thinking.
Education and Experience Requirements:
- Bachelor's degree in Health Information Science or Computer Science or related field.
- Zero (0) to Three (3) years' of experience in technical systems analysis.
Assets to this role:
- Familiarity with integration technology such as Microsoft Biztalk.
- Familiarity of system and security practices.
- Knowledge of IT infrastructure and Networking in a highly secured environment.
- Experience with Windows Server troubleshooting and maintenance.
- Experience with Microsoft SQL (database maintenance, performance measuring, writing ad-hoc queries).
- Working experience of Web Services, IIS, and Certificates.
- Familiarity with .NET Framework (C#)
- Experience with object-oriented programming.
- Knowledge of software development lifecycle.
- Skills in data research, gathering, modeling.
- Knowledge of information management, and project management.
An equivalent combination of education, training and experience is acceptable.

The Analyst, Business Systems provides support to an assigned portfolio in the areas of knowledge management, decision support and in corporate business areas by interpreting business strategies and objectives that support the selection, procurement and implementation of appropriate information systems applications. Analyzes business process reengineering concepts and methods and provides documentation of business requirements on information management projects. Provides analyst support for all phases of assigned systems development and implementation projects including providing hands-on application support. May lead small information systems projects.
Responsibilities
Provides systems analysis by participating in the establishment ofsystem scope and objectives, conducting feasibility studies, planning or modifying procedures to solve system problems, and preparing detailed specifications for development work. Solves existing systems logic difficulties as required.
Provides business analysis by performing functions such as work flow analysis, developing business information requirements and models, assisting in defining business scope and objectives, planning, designing, or modifying practical manual and automated business procedures.
Participates instrategic planning support and change management services by assisting theManager, Senior Consultant or Consultantonprojects that include confidential initiatives that may result in the loss of FTEs and that support the selection, procurement and implementation of appropriate information systems applications; conductsfeasibility studies, workload efficiency analysis using formal data gathering techniques; identifies system deficiencies, user department operational inefficiencies and ways of improving business efficiency functions.
Under the direction of the Senior Consultant or the Consultant, participates in information systems projects by providing business systems analysis support. May lead small projects.
Provides third level application support and ensures that the application service level agreement is maintained and meets business expectations and Information Management capabilities.
Serves on a variety of Fraser Health wide health service delivery area and departmental committees, task groups, internal working teams and corporate projects.
Maintains knowledge of infrastructure and technologies by remaining aware of current and new technologies.
Performs other related duties as required.
Qualifications
Education and ExperienceBachelor's degree in Health Information Science or Computer Science with two (2) to four (4) years' experience with business and systems analysis or an equivalent combination of education and experience.
