Job Summary
Under administrative direction, is responsible for the management of assigned City facilities to include budgeting resources, building operation and maintenance, custodial services and the coordination and administration of projects from initial concept, planning stage to procurement of construction, reviewing bids, contract negotiations, construction and job completion. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status, and can be terminated at any time for any reason.

Essential Job Functions

  • Manages the implementation of new technological systems to provide an efficient and effective energy conservation program in the operation of City facilities with regard to reducing costs.
  • Formulates and manages financial performance of the division, sets operational and financial goals and oversees the development of the budget.
  • Manages the implementation and operation of an inventory control system.
  • Negotiates contracts with vendors and service providers.
  • Plans and coordinates fiscal/contractual activities among various City departments.
  • Manages the implementation and operation of a work order tracking system.
  • Manages the implementation and oversees the operation of quality controls associated with building maintenance.
  • Oversees building construction projects to ensure delivery on time, within pre-established budget and of superior quality.
  • Manages the implementation and operation of a building preventive maintenance program.
  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.
  • Six (6) years of experience in the management of public or private facilities, to include two (2) years of supervisory responsibility.
  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment clearance upon employment.
  • Must maintain federally mandated security clearance required to work at an airport at all times.
Preferred Qualifications
  • SFP - Sustainability Facility Professional.
  • FMP - Facility Management Professional.
  • PMP - Project Management Professional.
  • CPMM - Certified Professional Maintenance Manager.
  • Valid Class "C" Texas Driver's License.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Knowledge of all trade procedures used in the maintenance and repair of facilities.
  • Knowledge of electrical, plumbing, HVAC, fire alarm, and other building systems.
  • Knowledge of blue prints, design, and general construction practices and processes.
  • Knowledge of facility management procedures, methods and techniques.
  • Knowledge of principles and practices of budget preparation and administration.
  • Knowledge of contract administration and negotiation techniques and procedures.
  • Knowledge of public relations and marketing methods, techniques and practices.
  • Knowledge of fire safety codes, regulations and policies.
  • Knowledge of principles and practices of supervision, training, and personnel management.
  • Knowledge and understanding of construction practices/techniques, Title III of ADA, contract laws, project controls and building support systems.
  • Skill in utilizing a personal computer and associated software programs.
  • Skill in making effective presentations to City Manager and City Council.
  • Ability to establish and implement energy efficient systems.
  • Ability to develop a management plan in order to reach long range goals and objectives.
  • Ability to manage multiple projects simultaneously.
  • Ability to lead and motivate a team of construction managers, building operations personnel and custodial staff.
  • Ability to properly align and work with a team of accounting, property management, leasing and construction personnel.
  • Ability to establish and maintain effective working relationships with City staff and the general public.
  • Ability to communicate clearly and effectively.
  • Ability to perform all the physical requirements of the position, with or without accommodations.
