Position Description

Purpose
The Air Quality Specialist / Engineer is responsible for preparing and submitting air quality permit applications for Teichert Materials stationary and portable equipment operations across California and western Nevada. The primary focus of this role is permitting: compiling emissions data for reporting, quantifying source emissions, preparing Authority to Construct (ATC) and Permit to Operate (PTO) applications, and managing them through district review to issuance.

This role serves as the company's technical resource for New Source Review, Best Available Control Technology (BACT) and toxics evaluations, CARB portable equipment (PERP) registration, and coordination with local air districts, the Nevada Division of Environmental Protection (NDEP), and Northern Nevada Public Health. The Air Quality Specialist / Engineer supports facility- and equipment-level compliance, tracks permit conditions and renewal deadlines, and drives regulatory readiness and risk mitigation across the Teichert Family of Companies.

Focus & Scope
Essential duties and responsibilities, i.e. those which are basic, necessary, and an integral part of the job, are indicated below:

Air Quality Permitting and Regulatory Analysis

1. Prepare, submit, and manage complete and technically defensible air quality permit applications for new, modified, relocated, stationary, and portable equipment and sources, including Authority to Construct (ATC), Permit to Operate (PTO), and applicable portable equipment registrations.
2. Quantify source-specific emissions, including NOx, SOx, CO, VOC, PM/PM10/PM2.5, and toxic air contaminants, using applicable regulatory methodologies, emission factors, and accepted calculation methods.
3. Evaluate projects, facilities, and equipment to determine applicable permitting requirements, including exemptions, New Source Review, Best Available Control Technology (BACT), offsets, air toxics requirements, and other federal, state, and local regulatory requirements.
4. Review draft permit conditions prior to ATC issuance, and negotiate practical, enforceable condition language with district permit engineers to minimize operational and compliance burden while meeting air quality standards.
5. Manage permit applications through agency review and issuance, including responding to completeness determinations, deficiency notices, and technical inquiries; evaluating proposed permit conditions; and working with regulatory agencies to establish practical and enforceable permit requirements.
6. Coordinate air quality permitting with California Environmental Quality Act (CEQA) review and other regulatory processes when applicable.

Regulatory Compliance and Reporting

1. Maintain and administer air quality permits, registrations, compliance obligations, and regulatory deadlines for Company operations, including permit and registration renewals, monitoring, recordkeeping, emissions inventories, testing, and reporting requirements.
2. Prepare and submit required air quality regulatory reports and inventories, including applicable criteria pollutant and toxic air contaminant reporting, CARB Criteria and Toxics Reporting (CTR), greenhouse gas reporting, and AB 2588 Air Toxics "Hot Spots" reporting.
3. Administer applicable AB 2588 requirements, including toxic air contaminant emissions inventories, prioritization and risk screening, and coordination of required health risk assessments, public notifications, or risk-reduction activities.
4. Coordinate and oversee source (stack) testing for stationary equipment - scheduling required tests with certified testing firms, preparing and submitting source test protocols for district approval, coordinating district witnessing, and reviewing test reports for compliance with permit conditions and applicable emission limits.
5. Monitor facility and equipment compliance with applicable permit conditions and regulatory requirements, including fuel usage, throughput, hours of operation, emission limits, monitoring, recordkeeping, and reporting obligations; identify compliance risks and coordinate appropriate corrective actions.

Technical Evaluation and Field Support

1. Regularly access and evaluate active materials facilities, plants, equipment areas, and project sites to conduct source evaluations, obtain equipment and operational information, observe operating conditions, and support permitting and compliance activities (approximately 30% of work time, with the remaining time performing office-based permitting, analysis, and reporting functions). Site conditions may include uneven terrain, stairs or elevated areas, heavy moving equipment, dust, noise, and outdoor weather conditions.
2. Conduct or coordinate on-site evaluations of Company facilities, equipment, and project sites to identify applicable air quality permitting and compliance requirements and obtain technical and operational information necessary to support regulatory determinations, applications, and reporting.
3. Coordinate required source testing and other compliance evaluations, including test planning, regulatory agency coordination, review of technical results, and identification and resolution of potential compliance issues.
4. Provide technical guidance to operations, equipment, environmental, and project teams regarding air quality permitting and compliance requirements so regulatory considerations can be addressed during project planning, equipment acquisition or relocation, installation, and ongoing operations.

Agency and Organizational Representation

1. Serve as a Company technical representative and liaison with local Air Pollution Control Districts and Air Quality Management Districts, the California Air Resources Board (CARB), Nevada Division of Environmental Protection (NDEP), Northern Nevada Public Health (NNPH), consultants, testing firms, vendors, and other external parties regarding air quality permitting and compliance matters.
2. Support regulatory inspections, internal audits, enforcement matters, and corrective actions by evaluating compliance issues, assembling technical documentation, responding to regulatory inquiries, and developing or coordinating appropriate corrective action plans.
3. Represent the Company, as appropriate, in industry groups and regulatory proceedings; monitor emerging air quality laws and regulations; evaluate potential impacts to Company operations; and assist in developing comments or recommendations regarding proposed regulatory changes.

Compliance Systems and Risk Management

1. Develop and maintain accurate, organized, and audit-ready permitting and compliance records, calculation tools, application templates, tracking systems, procedures, and other documentation necessary to support regulatory compliance and continuity of operations.
2. Maintain expert and current knowledge of applicable federal, California, Nevada, and local air quality requirements and evaluate regulatory developments that may affect Company operations.
3. Provide management with timely information regarding pending permit applications, regulatory deadlines, deficiencies, emerging requirements, and compliance risks, including recommended actions, responsible parties, and appropriate timelines for resolution.
4. Develop and improve permitting, workflow, and compliance processes, tools, and documentation to promote consistency, regulatory readiness, operational efficiency, and sustainable compliance across Company operations.

Education

• Bachelor's degree in environmental engineering, chemical engineering, mechanical engineering, environmental science, or a related technical field preferred; equivalent combination of training, education, and experience will be considered.

Experience and Industry Expertise

• Minimum of five (5) to eight (8) years of experience preparing air quality permit applications (Authority to Construct / Permit to Operate) for stationary or portable sources in California; experience with a California air district or as a permitting consultant preferred.
• Working knowledge of the California local air district permitting system, New Source Review, BACT, air toxics evaluation, and CARB programs including PERP.
• Experience with western Nevada air permitting (NDEP Bureau of Air Pollution Control and/or Northern Nevada Public Health) a plus.
• Experience in the construction, aggregates, ready-mix, asphalt, or heavy equipment industries a plus.

Specific Job Requirements

• Demonstrated ability to quantify source emissions using accepted emission factors and calculation methods, and to prepare complete, defensible permit applications.
• Working understanding of how CEQA review interacts with air district permitting timelines.
• Working knowledge of California AB 2588 (Air Toxics "Hot Spots") requirements, including toxic emissions inventory, prioritization, and health risk assessment triggers.
• Ability to interpret and apply federal, state, and local air quality regulations and to translate permit conditions into practical compliance requirements for field staff.
• Exceptional attention to detail and accuracy; self-motivated with strong follow-through on applications and deadlines.
• Excellent written and verbal communication skills, with the ability to negotiate permit conditions with district engineers and to explain requirements to non-technical staff in plain language.
• Strong organizational and time-management skills; able to manage multiple concurrent applications and shifting district review timelines.
• Strong project management skills with proficiency in Microsoft Office Suite, especially Excel for emissions calculations, and the ability to quickly learn permitting and database tools.

Desirable Qualifications

• Understanding of the working relationship between the CARB Portable Equipment Registration Program (PERP) and the Diesel Off-Road Online Reporting System (DOORS), including how portable and off-road diesel equipment is registered, reported, and kept compliant at both stationary facilities and temporary project sites.
• Familiarity with distinguishing when equipment at a job site should be permitted by the local district, registered under PERP, or reported through DOORS, and how those pathways interact as equipment moves between sites.
• Professional certification or coursework in air quality, environmental engineering, or a related field (e.g., QEP, CPEA, or equivalent).

• General office equipment, telephone, automobile, personal protective equipment (safety glasses, safety vest, appropriate footwear) when visiting Teichert materials plant sites and project locations.

Physical Demands & Work Environment

• Physical: Primarily sedentary office work involving extended periods of sitting while using a computer, reviewing technical documents, and attending meetings (approximately 70% of work time). The remaining time (approximately 30%) involves site visits to active materials facilities and project locations, requiring walking on uneven ground, navigating around heavy equipment and moving vehicles, and climbing stairs or elevated areas. Some lifting of materials and equipment up to 50 lbs.
• Work Environment: Typical office environment with adequate temperatures and lighting and low noise levels, with demands of meeting tight regulatory and reporting deadlines. During site visits, exposure to materials site conditions including loud noise, dust, and extreme temperature, weather, or humidity conditions, typically for periods of 1 to 3 hours per visit. Some travel to regulatory agency offices and Company locations throughout California and western Nevada. Occasional work outside standard business hours - including early mornings, evenings, or weekends - may be required to meet regulatory deadlines or support time-sensitive site or agency matters.

BASE SALARY RANGE:
$107,500.00 - $150,500.00
The range displayed reflects the range the company reasonable expects to pay for the position. The actual base salary is subject to variation due to the role, level, geographic location, relevant education, training, or experience, among other factors.
