Consolidated Asset Management Services, LLC ("CAMS") seeks an experienced environmental professional to lead environmental air quality permitting projects supporting power generation, energy infrastructure, and industrial facilities. This role drafts and submits permit applications to agencies, and advises on permitting strategies for new projects, plant modifications, acquisitions, and operational changes, while ensuring compliance with federal, state, and local environmental regulations.
The position serves as a technical subject matter expert, coordinating with client project development, operations, asset management, and engineering functions, as well as regulatory agencies, to support project execution and maintain compliance. Responsibilities align with major and minor source permitting roles which primarily include air permitting an air permit project management.
Consulting experience in power generation, oil & gas, petrochemical, refining, or other industrial facilities is required.
Essential Duties and ResponsibilitiesEnvironmental Permitting Leadership- Lead permitting strategies for both greenfield and brownfield, power generation air permitting projects, plant expansions, equipment process modifications, operational changes, and general air construction authorizations.
- Perform or manage the application preparation, submittal and follow-up support of:
- NSR, PSD, NNSR, and Title V permit applications
- Air permit amendments and renewals
- NSPS, MACT, NESHAP, CEMS, and GHG experience.
- Evaluate permitting pathways to minimize project schedule, cost, and regulatory risk.
Technical and Regulatory Expertise- Oversee emissions calculations, air modeling, regulatory applicability analyses, and permit support documentation.
- Lead BACT, LAER, and control technology assessments.
Agency Coordination and Compliance- Serve as primary liaison with EPA, state permitting agencies, and local regulators.
- Lead permit negotiations, agency responses, inspections, and compliance audits.
Project Management and Advisory Services- Manage air permitting projects from proposal through completion, including schedules, budgets, and consultant oversight.
- Provide strategic guidance regarding environmental risk, compliance, and operational flexibility.
- Travel up to 10%, including out-of-state.
Desirable proficiencies:- Professional Engineer
- Experience permitting in multiple states, particularly Maryland, New Jersey, or Ohio
- Air dispersion modeling expertise (Screen3, AERMOD)
$95,000 - $125,000 a year
Applicants must possess a
valid driver's license and maintain a clean driving record, as this position requires occasional travel for company business. Candidates should be comfortable operating a vehicle as part of their job responsibilities and must meet any applicable company and insurance requirements.
