Qualifications

• Active Secret security clearance with ability to obtain Top Secret clearance required.
• Bachelor's degree in Civil Engineering, Architecture, Management, Business, or related field with 8 years of experience or Master's degree with 5 years of experience required.
• At least 5 years in a Program Manager role or equivalent leadership experience managing contractor performance.
• Minimum 3 years managing facility/infrastructure programs with knowledge of contract requirements and proposal processes.
• Proficient in Microsoft Office Suite; experience with Adobe Acrobat and Air Force-approved AutoCAD is a plus.
• Willingness to travel a minimum of 25% within CONUS and OCONUS, including urgent missions and annual site visits.

Responsibilities

• Lead contract execution and provide program management support.
• Develop contract requirements and support proposal and technical writing.
• Oversee competitive bid processes and urgent proposal preparations.
• Manage conflicts of interest, cost estimation, and fiscal law compliance.
• Conduct proposal evaluations and provide technical evaluation inputs.
• Manage funds processing and accounting verification.
• Administer contract performance management and compliance oversight.
