Job Function:

Develop, file and defend written and oral Regulatory Proceedings and/or Regulatory Compliance challenges by establishing and leading large multi-disciplined teams of expert staff from across the Hydro One organization. Work with staff within the Ontario Energy Board (OEB) to ensure the requirements of filings and compliance submissions are fully understood and to influence OEB staff to ensure Hydro One positions are adopted regarding the timing and content of regulatory submissions. Identify required areas of expertise within Hydro One and providing advice and guidance on the quality and timing of the written and oral evidence necessary to fulfill requirements specified by the OEB. Provide advice and guidance to Lines of Business relating to regulatory policies and strategies, implications and the appropriateness of various management processes and practices on policy application and interpretation.

Job Description:
  1. Support the development, approval and submission of regulatory filings to the OEB associated with revenue requirement, rate design, recovery of deferral accounts, regulatory reporting, asset sales and acquisitions and compliance issue/challenges.
  2. Provide advice and guidance to Lines of Business relating to regulatory policies and strategies, implications and the appropriateness of various management processes and practices on policy application and interpretation.
  3. Contribute to the development of strategies, tactics and positions for the Company to adopt related to regulatory issues requiring the approval of the OEB. Conduct risk assessments and business analysis to ensure the strategies, tactics and positions are based on well-founded business cases.
  4. Work with expert staff to conduct the necessary business analysis and prepare the regulatory submissions required to successfully achieve the business objectives of Hydro One.
  5. Support and develop the business relationships needed between the OEB and other external agencies, such as the IESO, OPA, OPG, other utilities and industry associations to ensure Hydro One interests are understood and positions adopted, as appropriate. Develop and maintain a network of internal and external business associates including peers within the OEB, other utilities, industry associations and all key business units within Hydro One. Assist in negotiating positions which may be of a controversial nature convincing them to adopt a course of action to one which is aligned with the business objectives of the company and achieving efficient and favourable OEB decisions.
  6. Support the development of regulatory submissions by identifying the required deliverables and assist with planning, scheduling and assigning the required tasks. Prepare schedules of key tasks and deliverables, monitor progress of deliverables and related quality, update the schedules and provide recommendations for corrective action. Prepare and present reports outlining the status of the project and need for corrective actions.
  7. Develop a budget for submissions, obtain the necessary approvals through the development of a business case and establish a cost control, approval and monitoring mechanism to ensure effective management of the budget. Prepare reports covering the financial status of project.
  8. Provide advice to Supervisor and Vice President and Chief Regulatory Officer on effectiveness of team members for future involvement in regulatory matters.
  9. Assist with the formulation of process improvements to streamline regulatory approvals by ensuring efficient processing of regulatory submission.
  10. Support the development of regulatory-based special studies such as studies on Performance Based Regulation, Concepts for Cost Allocation and Rate Design, Regulatory efficiency.
  11. Participate on OEB lead industry teams related with regulatory matters.
  12. Establish a comprehensive understanding of all OEB related Legislation, Rules, Licenses and Codes and act as the subject matter expert within the company in specific areas, including providing interpretation and ensuring all the necessary processes and products are in place to ensure compliance.
  13. Perform other duties as required.


Selection Criteria:

Education:
  • Requires a knowledge of financial concepts, economics, engineering, quantitative analysis, statistics in order to develop business strategies and business cases for presentations.
  • Requires a good knowledge of English to develop effective written submissions and make effective presentations to internal and external committees and promote new strategic and policy options.
  • Requires a knowledge of computer applications for developing submission and presentations.This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years).


Experience:
  • Requires experience in Finance, Asset Management, Field Operations or Engineering Services, including involvement with regulatory products issued by the OEB, such as the Market Rules, Transmission System Code, Distribution System Code, Affiliate Relationship Code.
  • Requires experience in project management, conducting business analysis and developing business cases with internal and external staff and OEB/Industry and/or utility staff on external industry based initiatives.A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
