PURPOSE OF POSITION

This position performs complex, fast-paced technical work involving the implementation, administration, maintenance, and documentation of the Brantford Police Service (BPS) network, business applications, and system interfaces. The role supports the delivery of highly available technology services within an emergency services environment.

The position is responsible for the day-to-day administration of the BPS network and associated systems, as well as the ongoing maintenance of critical infrastructure, including Next Generation 911, Voice over Internet Protocol (VoIP) PBX, a P25 radio system, VMware infrastructure, enterprise Wi-Fi networks, and general network equipment.

The incumbent is responsible for monitoring, troubleshooting, upgrading, capacity planning, redundancy planning, disaster recovery planning, and documentation of BPS network components. The role also includes managing network security, promoting adherence to security best practices, and ensuring compliance with ESCO standards and applicable privacy, security, and related legislative requirements.

The incumbent will also be required to protect BPS's computer networks, devices, and data from unauthorized access, theft or damage. They may be required to proactively develop security measures, monitor threats, and respond to incidents to minimize data loss.

The position works closely with other Information Technology staff, including ESCO resources, to provide subject matter expertise related to the BPS network and to deliver analysis, recommendations, and strategic input to the Information Technology Manager regarding the future direction of mission-critical systems.

SUMMARY OF DUTIES AND RESPONSIBILITIES

  • Installing/configuring/maintaining physical/virtual network servers and
  • Analyze, monitor, and plan network and system capacity, performance, redundancy, and disaster recovery requirements
  • Plan, coordinate, and implement network security measures to protect data, software, and hardware from unauthorized use and to ensure compliance with RCMP Regulations, ESCO partners and various Privacy and Legislation Acts
  • Plan, coordinate, and implement cyber security measures to monitor threats, minimize data loss, initiate incident response protocols, and configure firewalls, encryption software, and anti-virus programs in collaboration with ESCO partners
  • Perform daily system monitoring, verifying the integrity and availability of all soft/hardware, servers, storage resources, and key processes, reviewing system and application logs, and verifying completion of scheduled jobs.
  • Administration and support of Next Generation 911 Environment including servers, call loggers, radio consoles, Solacom 911 phones
  • Administration and support of Enterprise Wi-Fi network
  • Basic administration and support of L3Harris P25 Public Safety Radio Network shared with Brantford Fire
  • Administration and support of Office 365 Tenant including SharePoint, Intune, Exchange, Teams
  • Stay current with technological developments in systems administration technology and recommend ways for BPS to take advantage of new technologies to the IT Manager
  • Develop and coordinate project directions and schedules to maximize benefits and minimize impacts on the users and the service
  • Research, evaluate, and recommend system upgrades, patches, hardware, software, and configuration changes to improve performance, reliability, and security
  • Create and participate in the development of project plans
  • Track requests, monitor progress, track problem resolution, identify patterns of failure, research and implement solutions; communicate with manager/staff regarding unresolved problems
  • Use Microsoft Intune to ensure all BPS devices are regularly reporting their status and are following network standards
  • Deployment of software and upgrades to endpoint devices
  • Ability to control and restrict user interaction with network resources via Group Policies
  • Identify, troubleshoot and resolve hard/software, internal/external interfaces, data-related, business process related, and network-related problems encountered by users
  • Perform ongoing performance tuning, upgrades, security hardening and resource optimization as required.
  • Create appropriate user and/or technical documentation


Education, Knowledge & Skills:

  • University degree in an Information Technology related field of study is preferred
  • Industry certifications would be an asset
  • Preferred experience level of 5+ years in comparable position
  • Strong knowledge of network infrastructure, cybersecurity principles, and security best practices
  • Advanced working technical knowledge of networks, Server/Client and operating systems
  • Administer physical and virtual servers including security hardening, monitoring, and troubleshooting
  • Coordinate and apply patch management across servers, network devices, and infrastructure
  • Knowledge of applicable data privacy practices and laws
  • Strong understanding and experience in configuration management of IP-based infrastructure including switches, routers, portable technology, etc
  • Strong knowledge in the following Microsoft products: Intune, Office365, SharePoint
  • Knowledge of Enterprise Wi-Fi Networks
  • Knowledge of Voice over Internet Protocol (VOIP) PBX systems and voicemail
  • High level of judgement, problem solving, analytical and technical skills, including an ability to analyze, diagnose and resolve complex user's hardware or software problems
  • Ability to work, solve issues and problems independently
  • Ability to self-learn various technologies.
  • Ability to organize own time, prioritize, meet immediate deadlines and achieve results.
  • Ability to adapt to constant changes in priorities
  • A valid Class "G" Ontario Driver's License with no more than six demerit points required to travel within and outside the region to attend meetings and seminars and to drive a police vehicle
  • Ability to participate as an effective team member and to support and project values compatible with the organization
  • Ability to interpret and apply technical documentation, manuals, policies, procedures, contracts, and other materials related to current or proposed systems
  • Ability to design and present training and information seminars to BPS staff on applications/technology used within BPS
  • Communication and interpersonal skills required to represent the police service in a professional manner when dealing with members, multiple vendors, community partners and various agencies
  • Good understanding of the organization's goals and objectives
  • General knowledge of P25 Radio Systems considered an asset
  • Knowledge of specialized Police oriented systems would be considered an asset
