The State of New Hampshire, Liquor Commission has a full-time vacancy for an Administrator II Projects & Development Manager. • Funding for this position is subject to renewal every 2 years.
Summary:
To administer Liquor Commission objectives by planning and managing short and long term projects including Enterprise Resource Planning (ERP), Point of Sale (POS) system, and Payment Card Industry (PCI) while implementing and following all NH Liquor Commission rules and policies.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 6 years of experience OR equivalent combination of 10 years of education and experience after completion of high school. Education and experience must be in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience.
License/Certification: Valid Driver's license and access to reliable transportation to travel to meetings and Commission sites.

PREFERRED QUALIFICATIONS: Knowledge of analytical procedures and methods and documentation procedures. Knowledge of the retail liquor environment. Broad-based knowledge of business environments, Payment Card Industry (PCI) compliance, and contracting, with direct involvement in business, legal, or retail operations.
Expert skill and experience in project management. High degree of knowledge with written documentation and organizational skills. Excellent analytical and cognitive skills and the ability to communicate well with both technical and non-technical personnel.

Responsibilities:
DETAILED TASKS (STANDARD): None
DETAILED TASKS (AGENCY/POSITION-SPECIFIC):
Manages new and existing projects, contracts, and development pertaining to PCI Compliance, ERP solutions, POS enhancements, and business continuity plans to ensure continued operations and profitability of the Liquor Commission.
Manages PCI compliance and collaborates with DoIT to ensure all systems and processes are maintained in compliance with state contracts and state operations.
Initiates research within the Liquor Commission and associated business partners to identify potential internal and contracted services to meet existing and future business and program requirements.
Coordinates development of systems components and process interfaces during definition, design, development testing, documentation, quality assurance, and implementation.
Collaborates with others regarding systems designs and specifications for identified Liquor Commission workflow improvements and interfaces with other external operations as directed.
Responsible to coordinate with other state agencies (e.g. DRED, Lottery, DoIT, etc.) and internal and external business partners as required identifying business processes and requirements that may affect these businesses as well as the Liquor Commission.
Collaborates with business partners in order to formulate a detailed business plan including but not limited to application requirements to support assessment of quality, utilization, and cost.
Supervises, evaluates, and educates subordinate employees.
Maintains oversight over contracts and projects as designated to ensure continued operations and profitability of the Liquor Commission.
