The anticipated hiring range for this position will be $78,929 to $125,915, based on the candidate's qualifications and experience."Administrative Specialist IIIChildren, Youth, and Family Services What You'll Be DoingThe position serves as the fiscal and administrative lead; this position does not directly supervise staff but instead provides project leadership, upholds process and procedural accountability and coordination across internal/external stakeholders within DHHS, the state Department of Housing and Community Development, and the non-profit dominated Maryland State Community Action partnership.
- Fiscal oversight and program operational support
- Provide direct support to the Manager/Senior Administrator and be the lead administrative support
- Support all fiscal tasks, including monthly and annual reporting for state Community Services Block Grant (CSBG) funding
- Coordinate and assist the Program Manager II supervisors with ongoing quality control of fiscal processes in records systems, such as eICM and Seamless, for all programs under MCCAA through routine documentation monitoring.
- Lead all areas of general contract/fiscal assignments to ensure the timely processing of documents and transactions related to all MCCAA program contracts/operating budgets.
- Participate in the development and maintenance of computer databases (i.e., SharePoint, Microsoft 365, etc.), office filing systems, and recordkeeping systems to ensure proper maintenance of records and data for the programs under MCCAA.
- Support all tasks related to the Department P-cards for all programs under MCCAA and serve as backup custodian for the use, review, and reconciliation, including timely submission of paperwork and balance management for all transactions under MCCAA.
- Support in tracking contract invoices and deliverables submission.
- Support in the preparation and monitoring of reports for all client benefits distributed under MCCAA to ensure proper tracking and reporting is completed according to HHS compliance department protocols.
- Communication and engagement with Stakeholders
- Draft reports, memos, and presentations to summarize initiatives to present to internal and external stakeholders
- Represent the office in interdepartmental meetings and planning sessions as directed by the Senior Admin of MCCAA.
- Policy and Procedure Development and Implementation
- Ensure compliance with departmental guidelines as well as state regulations and agency policies
- Research and provide recommendations on policy updates.
Minimum QualificationsEducation: Graduation from an accredited college or university with a bachelor's degree.
Experience: Three (3) years of professional administrative experience related to program budget, fiscal, and grants management projects.
Substitutions:- EDUCATION for EXPERIENCE: Additional education will substitute for the required experience on a year-for-year basis.
- EXPERIENCE for EDUCATION: Additional administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.
Preferred Criteria, Interview PreferencesPreferred Criteria: The applications of those individuals meeting the minimum qualifications will be reviewed to determine the extent, relevance of training, and experience in the following areas:
- Experience managing a budget and multi-project fiscal portfolios
- Experience developing policies and procedures
- Experience working with state grants and monitoring their compliance
- Experience performing fiscal tasks in Oracle, eICM, and Seamless
Interview selection will be based on the following interview preference criteria: - Experience developing systems to support program operations and/or records management.
- Experience developing and executing budget presentations.
