Summary

This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Duties

Help

  • You will assist the Procuring Contracting Officer (PCO) by providing business advice to the customer and formulating acquisition strategies from requirements definition through the life of the system.
  • You will perform all pre-award and post-award functions, using a wide range of complex contracting methods and complex and hybrid contract types (e.g. Cost-Plus mixed with Fixed-Price, Firm Fixed-Price, Fixed-Price Incentive, etc.)
  • You will research, interpret, analyze, and apply Federal, DoD and Department of the Navy guidelines, including the Federal Acquisition Regulation (FAR) and its supplements, business and industry practices.
  • You will develop objectives and strategies for the acquisition in terms of competition and price range.
  • You will prepare determinations and findings, solicitation documents, and the contractual vehicle. Manages the evaluation process and analyzes contractor proposals, comparing previous history, and actual expenditures (earned value management).
  • You will perform contract administration, to include a wide variety of contract modifications ranging from funding actions to highly complex major scope changes, which require performance of advanced cost analysis.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band DP-02 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Autonomy and independent experience providing business advice to the customer; supporting the Contracting Officer in planning, negotiating, and/or administering contracts; assisting other transactions of various types and complexities with little to no assistance from the Contracting Officer.

Education

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement.

Additional information

This position is in the Personnel Demonstration Project under authority of Title VII of the Civil Service Reform Act of 1978.

The pay schedule and pay band for all Demonstration Project Professional Positions will be DP-1/2/3/4.

This position is covered by the Department of Defense Priority Placement Program.
