The current vacancy is within the County Clerk - Recorder - Registrar of Voters Department and requires BILINGUAL SPANISH; however, the list established from this recruitment may also be used for future vacancies in other County departments.Under general direction, plans, organizes, directs and coordinates the financial and administrative service activities; develops, organizes and manages programs or projects in specialty area, including financial planning and analysis, budgetary, legal or administrative personnel, management analysis, and program planning and evaluation; coordinates and assists management in the development and preparation of complex budgetary, fiscal and financial reports; and performs other duties as assigned. provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.
Supervision Received and ExercisedReceives general direction from assigned management personnel. Exercises supervision over professional, technical, and administrative staff.

- Plans, organizes, assigns, supervises, and reviews the work of staff providing fiscal and administrative analysis and support to an assigned department; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
- Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
- Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
- Coordinates assigned services and operations with those of other divisions and outside agencies.
- Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
- Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
- Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.
- Manages the collection and preparation of detailed budgets; performs budget revenue and expenditure analysis review and makes recommendations; prepares detailed quarterly financial reports for various internal and external agencies; maintains continuous review of expenditures and revenue.
- Coordinates and participates in the on-going budget monitoring process by approving expenditures, confirming allocations, notifying management of budgetary compliance issues; making necessary adjustments; and maintaining budgetary and fiscal controls.
- Administers and participates in division/department accounting/fiscal operations including accounts receivable, accounts payable, payroll, and fiscal record keeping and reporting.
- Oversees the administration and processing of department personnel transactions such as the collection and review of time keeping records, coordination of annual performance evaluations, personnel actions such as step increases, onboarding, and offboarding; coordinates County Human Resources department to ensure compliance with applicable human resources laws, rules, and policies.
- Oversees and directs coordination with County Office of Information Technology (OoIT) to ensure the smooth implementation of new and/or modified technologies and systems as well as compliance of department practices with IT security and other policies.
- Maintains data, records, and documentation on manual and electronic information systems; analyzes possible software applications to a variety of fiscal and administrative processes; assists staff with systems and software issues.
- Designs and recommends systems, procedures, forms, and instructions for internal departmental/divisional use.
- Conducts research and prepare correspondence, reports, studies, and other documentation as necessary and upon request.
- Represents the County in meetings with members of other public and private organizations, community groups, contractors, developers, and the public.
- Ensures staff observe and comply with all County and mandated safety rules, regulations, and protocols.

Education and ExperienceAny combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to a bachelor's degree from an accredited college or university with major course work in public or business administration, finance, human resources management, or a related field and three (3) years of increasingly responsible analytical and professional administrative experience in budgeting, accounting, and/or fiscal control and analysis, including two (2) years in a lead capacity.
Licenses and Certifications- Possession of, or ability to obtain by the time of appointment, an appropriate California driver's license.
Physical DemandsMust possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various County and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 10 pounds.
Environmental ConditionsEmployees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process.
