DESCRIPTION OF WORK
This role focuses on directing statewide grant programs, developing policies, and leading a team that oversees federal and state funding tied to emergency management. Your work will involve coordinating with officials, ensuring compliance, supporting strategic planning, and guiding programs that strengthen community preparedness. As an Administrative Officer 3, you will perform the following duties:

  • Program Oversight: Direct federal and state emergency management grant programs and ensure compliance with laws and regulations
  • Policy Development: Create and implement administrative policies, procedures, guidelines, and reporting tools for grant operations
  • Team Leadership: Supervise grant managers, set goals, conduct evaluations, and coordinate ongoing training for staff
  • Grant Administration: Manage application processes, funding expenditures, sub-grants, reporting requirements, and close-out activities
  • Stakeholder Coordination: Work with federal, state, and local officials to resolve grant issues and support program goals
  • Emergency Support: Participate in emergency assignments that may require extended hours, travel, or work in adverse conditions

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • In the event of an emergency/disaster situation or training exercise, this position may be required to travel, work up to 12-hour shifts, and work outside of the normal work hours, including weekends and overnights.
  • Telework: You may have the opportunity to work from home (telework) part-time, upon successful completion of the training period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS

Minimum Experience and Training Requirements:
  • One year as an Administrative Officer 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management budgeting or procurement; and such training as may have been gained through graduation from a four-year college or university; or
  • Any equivalent combination of experience and training.
