POSITION SUMMARY

The Assistant to the Board of Education serves as a highly responsible and confidential employee who provides executive-level administrative, governance, and operational support to the Board of Education and Superintendent. This position serves as the primary liaison between the Board, Superintendent, executive leadership, and stakeholders; coordinates Board meetings and governance processes; manages official records and communications; and ensures compliance with applicable laws, policies, and procedures. The incumbent exercises a high degree of discretion and professionalism while handling sensitive information related to Board deliberations, legal matters, labor relations, personnel issues, and executive leadership activities. This position is designated as a Confidential Employee due to regular access to and involvement with labor relations, personnel matters, legal communications, Board deliberations, and executive leadership activities.

EDUCATION, CERTIFICATION AND EXPERIENCE:

At the time of application, the candidate must hold or be eligible for:
  1. Associate's degree required; Bachelor's degree preferred in Business Administration, Public Administration, Legal Studies, Communications, Office Administration, or a related field.
  2. Five (5) years of progressively responsible administrative or executive support experience, preferably supporting senior executives, elected officials, boards, governmental agencies, or legal/governance functions.
  3. Ability to type accurately at a speed of not less than 50 correct words per minute and to pass the clerical test given by Calvert County Public Schools.
  4. Proficiency in Microsoft Office applications and office technology systems, including agenda management, document management, and records management platforms.


SPECIAL REQUIREMENTS:

Notary Public certification preferred or ability to obtain certification within a specified period of employment.

KNOWLEDGE, ABILITIES AND SKILLS:

These are pre-employment knowledge, abilities, and skills that apply to the Essential Job Functions. At the time of employment, the candidate must have:

  1. Knowledge of Board of Education governance, parliamentary procedures, Open Meetings Act requirements, Board policies, administrative procedures, and public-school operations.
  2. Knowledge of applicable federal, state, and local laws, regulations, and reporting requirements, including the Maryland Public Information Act (MPIA), records retention requirements, ethics provisions, and public notice requirements.
  3. Ability to establish and maintain effective working relationships with Board members, the Superintendent, executive leadership, government officials, staff, and members of the public.
  4. Demonstrated experience coordinating complex meetings, preparing official records and correspondence, managing confidential information, and working with multiple stakeholders in a fast-paced environment.
  5. Ability to communicate effectively and professionally, both orally and in writing, including drafting agendas, minutes, correspondence, reports, presentations, resolutions, and official communications.
  6. Ability to maintain strict confidentiality and exercise sound judgment, discretion, and diplomacy when handling sensitive governance, personnel, legal, labor relations, and executive leadership matters.
  7. Ability to organize, prioritize, and manage multiple complex projects, deadlines, meetings, and competing demands while maintaining a high degree of accuracy and attention to detail.
  8. Skill in coordinating Board meetings, public hearings, retreats, and special events, including agenda management, meeting logistics, public participation processes, and official recordkeeping.
  9. Skill in the use of technology, including Board meeting management systems, website content management systems, Microsoft Office applications, database systems, and other district software platforms.
  10. Ability to research, analyze, and interpret policies, procedures, legal requirements, and governance-related issues and provide accurate information to Board members, administrators, and stakeholders.
  11. Ability to work independently in a fast-paced executive environment, exercise initiative, adapt to changing priorities, and effectively manage frequent interruptions while maintaining professionalism and exceptional customer service.

ESSENTIAL JOB FUNCTIONS, RESPONSIBILITIES, AND DUTIES:
  1. Serves as the primary liaison between the Superintendent, Board of Education, Executive Leadership Team, and stakeholders by facilitating communication, supporting governance processes, coordinating Board actions, and providing executive-level administrative support.
  2. Coordinates all meetings of the Board of Education, including regular, special, committee, work session, retreat, and public hearing meetings; collaborates in agenda development; prepares and distributes meeting materials; manages public notice and participation processes; coordinates meeting logistics; and prepares and maintains official minutes and records.
  3. Coordinates Board appeals, hearings, legal notices, and related proceedings; serves as liaison with legal counsel; and manages legal documentation and administrative support associated with Board business.
  4. Coordinates Board ethics, governance, and training requirements, including financial disclosure filings, ethics committee support, Board member onboarding, required certifications, professional development records, and compliance monitoring.
  5. Serves as a resource to Board members and district staff regarding Board governance, policies, administrative procedures, Open Meetings Act requirements, ethics provisions, agenda processes, meeting procedures, and legislative or regulatory changes affecting Board operations.
  6. Coordinates the development, revision, publication, review, and maintenance of Board policies and administrative procedures, ensuring accessibility, compliance, timely updates, and adherence to established review cycles.
  7. Researches, tracks, and coordinates Board requests, inquiries, motions, resolutions, action items, and follow-up assignments to ensure timely responses, implementation, and completion.
  8. Receives, coordinates, tracks, and facilitates responses to Maryland Public Information Act (MPIA) requests in collaboration with appropriate departments and legal counsel.
  9. Serves as a primary point of contact for Board members, governmental agencies, community organizations, staff, and the public regarding Board operations, governance processes, policies, procedures, meetings, and official communications while exercising discretion, professionalism, and diplomacy.
  10. Drafts, edits, proofreads, and coordinates correspondence, reports, presentations, resolutions, proclamations, filings, surveys, and other official Board and Superintendent communications and submissions.
  11. Coordinates Board legislative priorities, advocacy activities, advisory committee operations, appointments, records, communications, and interactions with governmental agencies and community stakeholders.
  12. Manages the Superintendent's Board-related calendar and coordinates meetings, retreats, conferences, professional development activities, legislative events, travel arrangements, and related logistics involving Board members, executive staff, and external stakeholders.
  13. Utilizes district software applications and information systems to support Board operations, manage records, track governance activities, maintain Board webpages and digital resources, and administer Board Office budget, purchasing, and expenditure functions.
  14. Maintains the highest level of confidentiality regarding Board deliberations, legal matters, negotiations, labor relations, personnel issues, and executive leadership activities consistent with the position's designation as a confidential employee.
