Role: Acting Director, Westside Outreach

Reports to: Senior Director, Outreach

Program: 1504-Westside C3

Department: Outreach

Location: CSM Fire House - 1444 - 7th Street, Santa Monica, CA 90401

Schedule: Monday - Friday, 8:00am - 4:30pm

Status: Full-time/Exempt/Management

Summary:

Under the supervision of the Senior Director, Outreach, the Acting Director will provide oversight and leadership to all outreach teams on the Westside. This includes oversite of four multidisciplinary street outreach teams (Santa Monica Homeless Multidisciplinary Street Team [HMST], Santa Monica C3, and Pacific Palisades and Malibu outreach teams). These teams are part of a City of Santa Monica and LA County wide strategy to combat homelessness.

The goal of HMST is to target the highest utilizers of the City of Santa Monica's emergency resources (police, fire, and hospitals). The goal of the C3, Palisades and Malibu teams is to focus intensive outreach efforts in the areas of greatest density of PEH. These skilled interdisciplinary teams use best practices to engage homeless and chronically homeless individuals with co-occurring mental health, substance use, and/or medical issues.

The Acting Director will provide clinical oversight and crisis management, clinical and administrative supervision for Program Managers and Clinical Case Managers, coordinate both interagency and community relationships, work directly with City of SM, Palisades, City of Malibu and LA County Department of Homeless Services and Housing (HSH), and support broader agency initiatives.

Essential Duties and Responsibilities:
  • Leverage partnerships with community health providers/the business community and social service/housing providers to house the homeless people living on the streets of Santa Monica, Palisades and Malibu communities.
  • Lead multidisciplinary teams to remove personal barriers to permanent housing.
  • Oversee the day-to-day activities of the street-based engagement team members with a focus on clinical care and housing placement.
  • Support leadership with morning and afternoon team meetings to ensure continuity of care, outreach plans and organize daily workflow, and delegate work to the leadership overseeing the multidisciplinary teams.
  • Oversee the identification of appropriate interim and permanent housing and supportive services, taking into account each individual's physical and cognitive need.
  • Work collaboratively with public, private, and nonprofit sector groups to establish and provide services.
  • Promote an environment of continuous quality improvement leading by example, mentoring team members, and maintaining professional and leadership skills.
  • Facilitate small and larger team case conference meetings.
  • Evaluate crisis situations on an individual basis and determine appropriate triage plan.
  • Conduct ongoing trainings to staff on file documents and contract outcomes/ goals.
  • Generate HMIS reports, locate errors, and provide follow up reports to staff for corrective plan of action.
  • Work with Director of Media and Communication on public relations requests.
  • Ensure adherence to all funder contract and performance standards.
  • Provide individual and team supervision and clinical supervision.
  • Conduct annual performance evaluations for all assigned staff and monitors all leaders within the department are conducting annual performance evaluations with their direct reports.
  • Oversee and ensure program data collection and timely reporting to compliance and all regulatory bodies that fund the program.
  • Develop and implement systems to enhance communication and collaboration with other systems of care within and outside of the program.
  • Attend meetings and conferences, prepare written reports, and complete related projects as requested.
  • Provide technical assistance and training to Assistant Director, Program Managers and outreach staff in data collection and client file management.
  • Attend all meetings requested by funders - HSH, City of SM, Palisades and Malibu.
  • Provide oversite regarding hiring and ensure Diverse and Equitable hiring practices to appropriately reflect the diversity of the population served.
  • Ensure OSHA reports on completed on a monthly basis.
  • Complete all agency and funder required trainings in a timely manner and ensure that staff are also in compliance.
  • Perform other duties as assigned


Qualifications:
  • Licensed mental health professional (Ph.D., PSY.D., LCSW or LMFT).
  • Three (3+) or more years working in social service agency that provided outreach and street engagement services to high acuity individuals with co- occurring disorders.
  • Two (2) years of management and supervisory experience working with individuals with mental health issues and/or co-occurring disorders.
  • Detail oriented with excellent time management and organization, proficient in written and verbal communication, as well as interpersonal team building, and computer skills
  • Experience working within the public sector is also highly desirable


Preferred Qualifications:
  • Licensed for 2+ years.


Work Environment:
  • Combination of field and office environment
  • On occasion walk or drive to different local sites
  • Regularly required to sit, stand, bend and occasionally lift or carry up to 15 pounds
  • May necessitate working in busy and loud environments
  • May be exposed to elements like cold, heat, dust, noise and odor
  • May need to bend, stoop, twist , and sit throughout the day
