About the Role

Culmen International is seeking an Acquisition Technical Writer to provide support to a DHS opportunity.

What You’ll Do in Your New Role

The Acquisition Specialist/Technical Writer provides acquisition planning, procurement support, and technical writing services.  The position supports the full acquisition lifecycle by developing procurement documentation, preparing acquisition planning materials, tracking acquisition milestones, maintaining contract records, and producing high-quality technical documentation. Working closely with program managers, engineers, contracting officers, and other stakeholders, the Acquisition Specialist/Technical Writer I ensures that all acquisition and project documentation complies with the Federal Acquisition Regulation (FAR), DHS, USSS, and agency-specific standards.

  • Develop, review, and refine Statements of Work (SOWs), Performance Work Statements (PWSs), Statements of Objectives (SOOs), and other acquisition documents.
  • Prepare acquisition strategies, market research reports, Justification & Approval (J&A) packages, Independent Government Estimates (IGEs), and related acquisition planning documentation.
  • Support solicitation package development and ensure compliance with FAR, DHS, USSS, and internal acquisition policies.
  • Coordinate with program managers, engineers, contracting officers, and vendors to define requirements and support acquisition milestones.
  • Track acquisition schedules, deliverables, contract actions, and procurement documentation.
  • Maintain records of contract awards, modifications, and related acquisition files.
  • Draft technical documents, including requirements documents, design narratives, project charters, risk assessments, and change management documentation.
  • Develop and maintain standardized templates, reference materials, and document repositories.
  • Ensure technical accuracy, consistency, quality, formatting, and version control across all documentation.
  • Support document reviews, quality assurance activities, executive briefings, and project reporting.
  • Collaborate with government and contractor personnel to support acquisition planning, project execution, and mission objectives.

 

 

Required Qualifications

  • 10+ years of experience supporting federal acquisition processes and technical writing activities.
  • Demonstrated experience developing acquisition documentation, including SOWs, PWSs, SOOs, J&A packages, market research reports, and IGEs.
  • Strong knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes.
  • Experience supporting contract administration, solicitation development, and acquisition planning activities.
  • Proven technical writing, editing, and document management experience.
  • Ability to produce clear, accurate, and professionally formatted technical and administrative documentation.
  • Strong attention to detail, organization, and project coordination skills.
  • Excellent written and verbal communication skills.
  • Active Top Secret clearance

 

Desired Qualifications

  • Bachelors Degree
  • Experience supporting DHS, USSS, or other federal law enforcement agencies.
  • Experience supporting facilities, construction, security, technology, or infrastructure-related projects.
  • Familiarity with project management methodologies and documentation standards.
  • Experience working in secure environments requiring compliance with federal security requirements.
