Job Description

Jefferson is seeking Acquisition Specialist to support the U.S. Department of the Interior (DOI) Mission Support Services.

This role will be remote; however, travel may be required during the period of performance. This position requires that applicants reside in the United States and have legal authorization to work in the U.S. Applicants must maintain U.S. residency for the duration of their employment.

The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Responsibilities:
• Provide acquisition support and recommendations across pre-award, award, and contract administration activities in accordance with AQD policy and established requirements.
• Develop, review, and maintain acquisition documentation, including SOWs, PWSs, SOOs, IGEs, RFIs, acquisition plans, justifications, IAAs, D&Fs, MOUs, QASPs, RFPs/RFQs, and source selection materials.
• Research historical procurement, market, and industry information and assess acquisition approaches, alternatives, risks, and sourcing priorities.
• Support source selection activities, including evaluation criteria, Source Selection Plans, vendor screening, proposal evaluation, and COI/NDA documentation.
• Perform price and cost analysis of contractor proposals, including analysis of direct and indirect costs, price negotiation memoranda, and cost reasonableness, allowability, and allocability.
• Use federal acquisition and business-related systems, including PRISM, FPDS-NG, FAPIIS, SAM/SAM.gov, GSA e-Library, and e-File, for contract data entry, validation, and research.
• Support contract administration, including modifications, options, level-of-effort changes, obligations and de-obligations, deviations, contractor performance, invoicing, and contract records.
• Develop and improve acquisition templates and support compliance file reviews, operational reviews, regulatory updates, and internal and external audits.
• Provide recommendations and supporting documentation to address acquisition, policy, compliance, and process issues.

Required Qualifications:
• Bachelor's degree.
• Six years of relevant experience supporting federal acquisition, contracting, procurement, or related activities.
• Demonstrated knowledge of federal acquisition policies, regulations, procedures, and best practices.
• Experience supporting acquisition planning, solicitation development, contract administration, or related acquisition activities.
• Demonstrated ability to independently prepare, review, and maintain acquisition and contract documentation and identify issues requiring further review or action.
• Strong analytical and problem-solving skills, with the ability to research requirements, assess information, and develop practical recommendations.
• Strong written and verbal communication skills, with the ability to communicate effectively with Government customers, contractors, and other stakeholders.
• Ability to manage multiple priorities and deliver high-quality work products with limited supervision.
• Experience reviewing acquisition documentation for compliance with applicable regulations, policies, procedures, and contractual requirements.

Preferred Qualifications:
• Experience with federal acquisition systems such as PRISM, FPDS-NG, FAPIIS, SAM/SAM.gov, GSA e-Library, or e-File.
• Completion of federal acquisition training or certification coursework.
• Experience performing cost or price analysis, developing price negotiation memoranda, or supporting complex acquisition strategies.
• Experience supporting acquisition policy, compliance reviews, audits, or implementation of regulatory or policy changes.
• Advanced proficiency with Microsoft Excel or other tools used to analyze and present acquisition data.
