Government Purchase Card (GPC) Cardholder and Technical Authority
Serve as a senior Government Purchase Card (GPC) Cardholder and trusted technical authority supporting the organization's expedited procurement mission. In this high-impact NH-03 role, you will manage a large, complex portfolio of commercial supply and service purchases at or below applicable micro-purchase thresholds, enabling mission partners to obtain critical requirements quickly, responsibly, and in full compliance with procurement policy.
You will:
Execute complex purchases involving specialized thresholds and requirements, including contingency operations, highly technical research and development materials, and enterprise information technology. Beyond transactional execution, you will shape local procurement strategies, resolve novel regulatory and policy challenges, mentor junior cardholders, and advise leaders on effective GPC utilization, internal controls, and audit readiness.
The Government Purchase Card Procurement Branch provides responsive, direct purchasing from commercial vendors when contractual vehicles are not required or are not the most efficient solution. This position is essential to maintaining mission velocity while safeguarding stewardship, documentation, and accountability.
What You Will Accomplish:
- Manage a high-volume, high-complexity portfolio of GPC purchases for commercial supplies and services.
- Execute time-sensitive and technically demanding procurements under applicable micro-purchase thresholds.
- Develop and recommend practical local procurement strategies that balance mission urgency, regulatory compliance, competition considerations, and sound fiscal stewardship.
- Resolve complex or unprecedented GPC policy and regulatory issues and recommend defensible courses of action to leadership.
- Maintain complete purchase logs, supporting documentation, and transaction files that withstand internal review and external audit.
- Advise supervisors, program offices, and senior leaders on appropriate GPC use, risk mitigation, internal controls, and audit preparedness.
- Mentor, train, and provide technical guidance to junior cardholders, promoting consistent compliance and high-quality customer service.
- Build productive relationships with vendors and mission partners to accelerate procurement outcomes and support organizational readiness.
QUALIFICATIONS:
- U.S. Citizenship
- Obtain & maintain a Secret security clearance
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- May occasionally be required to work other than normal duty hours
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Recruitment Knowledge Skills and Abilities:
1. Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
6. Skill in interpreting and applying complex DoW, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
