Avionics Acquisition Program Manager & Technical Lead (ATE/TPS)

Lead the end-to-end acquisition, development, and engineering sustainment of critical Air Force Automated Test Equipment (ATE) and Test Program Sets (TPS). In this dual-impact role, you will lead high-performing, matrixed teams to manage lifecycle acquisition baselines while directly overseeing the hardware and software engineering that keeps advanced avionics combat-ready.

- Dual Technical & Acquisition Authority: Bridge the gap between elite systems engineering and program management, driving both high-level acquisition strategy and hands-on avionics test solutions.

- Direct Warfighter Support: Keep frontline aircraft lethal by ensuring the absolute integrity, calibration, and software accuracy of automated flight-line and depot-level testers.

- High-Visibility Leadership: Lead diverse Integrated Product Teams (IPTs) and act as the principal technical advisor to System Program Offices (SPOs) and senior defense leaders.

Key Responsibilities

- Acquisition Lifecycle Management: Develop overarching acquisition strategies, control cost, schedule, and performance baselines, and implement robust risk management frameworks.

- Avionics Test Engineering: Design, develop, and modify software for advanced avionics test equipment, resolving complex software deficiencies and updating flight systems.

- System Integrity & Calibration: Oversee self-test and calibration verification, troubleshoot complex testers, identify equipment limitations, and enforce strict configuration management.

- SPO & Field Engineering Support: Provide rapid, on-site technical and engineering assistance to support development, production, and maintenance activities for program offices.

Who You Are

- A seasoned acquisition professional with proven experience leading Integrated Product Teams (IPTs) and managing complex defense programs.

- A highly technical engineer or specialist skilled in Automated Test Equipment (ATE), Test Program Sets (TPS), and avionics software/hardware sustainment.

- A rigorous problem solver expert at hardware/software troubleshooting, calibration, configuration auditing, and risk mitigation.

QUALIFICATIONS:

- U.S. Citizenship

- Obtain & maintain the appropriate security clearance.

- May be required to travel away from the normal duty station on military or commercial aircraft

- May occasionally be required to work other than normal duty hours

- Designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP)

2. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.

3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.

4. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.

5. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.

6. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
