Job Description:

Dynamo Technologies LLC is seeking an Acquisition Management Specialist to support the U.S. Army Project Manager Positioning, Navigation, and Timing (PM PNT) under the Systems Engineering and Technical Assistance (SETA) Support Services contract. The selected candidate will provide acquisition management and program integration support to Product Lead Navigation Warfare (PdL NAVWAR), supporting the planning, development, execution, and oversight of PM PNT programs throughout the acquisition lifecycle. This position will support acquisition strategy development, milestone decision activities, integrated master scheduling, program reviews, policy implementation, and senior leadership engagements while ensuring compliance with DoD and Army acquisition regulations. The successful candidate will serve as a key advisor to program leadership and coordinate across engineering, logistics, cybersecurity, testing, business management, and stakeholder organizations to support successful program execution.

Duties/ Responsibilities:
  • Develop, review, and provide recommendations on program objectives, requirements analysis, acquisition strategies, schedules, budget requests, business case analyses, and program documentation.
  • Support acquisition planning and execution activities throughout all phases of the Defense Acquisition System lifecycle.
  • Develop, review, and maintain acquisition documentation including:
    • Acquisition Strategies
    • Acquisition Program Baselines (APBs)
    • Acquisition Decision Memoranda (ADMs)
    • Milestone Decision Review (MDR) packages
    • Business Case Analyses (BCAs)
    • Program briefings and supporting documentation
  • Develop and maintain Integrated Master Schedules (IMS) and provide schedule updates, corrections, and estimates supporting program planning and execution.
  • Prepare and present briefings, reports, analyses, and recommendations to senior government leadership and stakeholders.
  • Support Milestone Decision Reviews (MDRs), Program Management Reviews (PMRs), Quarterly Program Reviews (QPRs), Technology Readiness Assessments (TRAs), Integrated Product Team (IPT) meetings, contractor reviews, and budget reviews.
  • Document meeting proceedings, records of decision, and meeting minutes in accordance with contract deliverable requirements.
  • Review and update acquisition program documentation supporting long-range planning and program execution.
  • Analyze acquisition policies, directives, and procedures and recommend updates necessary to address evolving requirements from the Office of the Secretary of Defense (OSD) and Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)).
  • Provide acquisition support in the development of Statements of Objectives (SOOs), Statements of Work (SOWs), Performance Work Statements (PWSs), performance specifications, and associated solicitation documentation.
  • Assist with proposal evaluations and provide technical acquisition recommendations to government leadership.
  • Coordinate across PM PNT product offices, contractors, government stakeholders, and external organizations to support program objectives and acquisition milestones.
  • Support preparation, development, analysis, review, and tracking of PM PNT reports, briefings, schedules, and program reviews.
  • Identify acquisition, schedule, and programmatic risks and recommend mitigation strategies.

Required Skills/Abilities:
  • Demonstrated experience supporting DoD acquisition programs and acquisition lifecycle management.
  • Strong working knowledge of:

    • DoDI 5000.02
    • Adaptive Acquisition Framework (AAF)
    • AR 70-1
    • DFAS Manual 37-100
    • U.S. Code Title 10 acquisition requirements
  • Experience developing and maintaining acquisition documentation including Acquisition Strategies, APBs, ADMs, milestone review packages, and supporting acquisition artifacts.
  • Experience developing and maintaining Integrated Master Schedules (IMS).
  • Ability to develop, review, and present briefings to senior government leadership.
  • Experience supporting PMRs, QPRs, IPTs, milestone decision reviews, contractor reviews, and budget reviews.
  • Strong analytical, organizational, communication, and problem-solving skills.
  • Proficiency with Microsoft Office Suite (Excel, PowerPoint, Word, Outlook).
  • Ability to manage multiple priorities in a fast-paced acquisition environment.
  • U.S. Citizenship required.

Nice-to-Have Skills:
  • Experience supporting Electronic Warfare (EW) programs.
  • Experience supporting Intelligence, Surveillance, and Reconnaissance (ISR) programs.
  • Familiarity with C5ISR systems and architecture integration efforts.
  • Experience supporting Software Acquisition Pathway (SWP) programs in accordance with DoDI 5000.87.
  • Experience supporting rapid prototyping, software-intensive, or emerging technology programs.
  • Familiarity with PM PNT programs and Army modernization initiatives.
  • Prior SETA experience supporting Army acquisition organizations.
  • Knowledge of Technology Readiness Assessments (TRAs) and acquisition milestone reviews.

Education and Experience:
  • Bachelor's degree in Business, Management, Engineering, Acquisition Management, Systems Engineering, or a related field and a minimum of seven (7) years of experience supporting DoD acquisition programs; OR
  • Master's degree in a related field and a minimum of five (5) years of experience supporting DoD acquisition programs; OR
  • Ten (10) years of military service in a related MOS or equivalent classification supporting DoD acquisition programs.
  • Demonstrated experience developing, reviewing, and presenting briefings to senior management.

Travel Requirement:
  • Up to 25% travel may be required in support of program reviews, stakeholder engagements, acquisition events, and meetings.

Clearance Requirement:
  • Active Secret Security Clearance required.
