Job Title: Acquisition Cost Estimator II
Location: Washington, DC
Clearance Required: Secret

Overview:
We are seeking a skilled Acquisition Cost Estimator II to provide financial analysis and cost estimating support for U.S. Navy ship, submarine, and related system programs. The ideal candidate will bring analytical expertise, strong knowledge of DoD acquisition processes, and experience supporting surface combatant ship programs. This role supports long-term planning and lifecycle costing to inform critical decisions across multiple naval platforms.

Key Responsibilities:
  • Conduct cost-related analysis and assessments for naval shipbuilding programs, including surface combatants and submarine systems.
  • Perform parametric tradeoff studies and provide technical expertise in support of cost estimation processes.
  • Utilize modern computational tools and spreadsheets to develop cost models and assessments.
  • Apply tools such as the USN's Visibility and Management of Operating Costs (VAMOSC) and Operating and Support Cost Analysis Model (OSCAM) to evaluate operations and maintenance (O&M) cost factors.
  • Develop program life cycle cost estimates and support concept and technology tradeoff studies.
  • Ensure compliance with DoD and DoN acquisition procedures, particularly within the DoD 5000 framework.
  • Prepare detailed reports and briefings for stakeholders to support data-driven acquisition and sustainment decisions.

Required Qualifications:
  • Bachelor's degree in Business, Engineering, or a related field
  • Minimum of 4 years of professional experience in financial analysis and cost estimating
  • Certified estimator by the Society of Cost Estimating and Analysis (SCEA) or equivalent
  • Familiarity with DoD/DoN procedures and the DoD 5000 acquisition process
  • Experience supporting programs involving surface combatant ships
  • Proficiency in cost modeling tools such as VAMOSC and OSCAM
  • Strong analytical, organizational, and communication skills
  • Active Secret clearance

Preferred Qualifications:
  • 7 years of professional experience in cost estimating or defense-related financial analysis
  • Direct experience with shipbuilding or submarine lifecycle cost support in a DoD or NAVSEA environment
