Full Job Description
Summary:

The Acquisition Consultant Level 2 is responsible for planning, organizing, coordinating, and evaluating contract actions in support of the Bureau of Consular Affairs. Contracting expertise will be utilized to support the Global Support Strategy contract. The Acquisition Consultant Level II performs a variety of tasks and analyses in all phases of the acquisitions process. The Acquisition Consultant Level II advises and assists Contracting Officer Representatives (COR) on acquisition-related topics as appropriate. Specific processes may vary depending upon specific activities, workflows, and systems/tools governed by SOPs that typically evolve over time.

Responsibilities

Essential Job Functions:

  • Provide expert knowledge and leadership, advisory assistance, and guidance to CORs and other Department of State Management.
  • Provide expert advice on acquisition policies, regulations and procedures to the Acquisition Team, Contracting Officer (CO), COR, Project Managers, and other DoS Management.
  • Conduct cost analysis with direct insight from the GTM or working groups in order to prepare the independent government cost estimates.
  • Demonstrate a multi-disciplined and goal-oriented approach to providing guidance related to the implementation of statements of objectives (SOO), performance-based services acquisitions, and executing Quality Assurance and Surveillance Plans.
  • Assist the DoS in performing contract administration functions in accordance with 48 CFR Chapter 1, the contract terms, and the applicable policies and regulations of the DoS.
  • Benchmark leading practices and identify possible improvement within and outside the department.
  • Assist with yearly budget preparation, oversight, decision-making activities, and future forecast.
  • Assist DoS in interpreting complex policy and Office of Acquisitions Management procedures and processes.
  • Conducting reviews to de-obligating of fund.
  • Assist the COR with invoice reviews and identifying any discrepancies.
  • Analyze settlement proposals, audit reports, technical evaluations, and contractor claims.
  • Develop new or revised procedures for financial and administrative review of travel procedures to facilitate the operation of the Division with established guidelines. Conduct administrative and financial analysis of travel activities.
  • Assist in the preparation of various recurring reports such as monthly, quarterly, cumulative semi-annual and cumulative annual reports.
  • Perform other related duties as assigned.
Qualifications

Necessary Skills and Knowledge:

  • Ability to develop and apply advanced methods for organizational performance support, strategic planning, and interact with high-level government officials.
  • Demonstrated ability to handle multiple tasks simultaneously.
  • Working knowledge of Federal Acquisition Regulations (FAR) and other procurement statutes, policies, and procedures.
  • Must demonstrate the ability to apply analytical skills to procurement issues.

Minimum Qualifications:

  • Bachelor of Arts or Science (BA/BS) degree in an associated technical discipline or equivalent experience.
  • Must be a U.S. citizen with a valid U.S. passport and possess or obtain/maintain at minimum a SECRET clearance.
  • 5-7+ years of management experience or functional area expertise.
  • Experience with managing profit/loss responsibility, top-level organizational management experience.
  • Experience in acquisitions or supply chain fields.

 

Pay and Benefits

Salary Range:  $140,000 - $148,000 annually
