This position leads and manages complex accounting operations for Washington County's Housing Department and the Housing Authority of Washington County. You will be responsible for ensuring the integrity of financial systems and compliance with federal, state, and local regulations, including HUD and other grantor requirements. You will oversee AR/AP, support audit activities, and implement internal controls and procedures to strengthen and maintain effective financial operations.

Ideal Knowledge, Skills, and Abilities (KSAs):

The ideal candidate brings hands-on experience managing comprehensive accounting operations in a multi-funded public sector environment, particularly within Housing or HUD-funded programs. They are skilled at overseeing the full accounting cycle (GL, A/R, A/P, payroll, grants), working directly with external auditors and ensuring compliance with GAAP, GASB, HUD, and federal grant requirements. Demonstrated leadership in supervising staff and refining accounting policies and procedures is essential, as is strong analytical and communication ability to support program financial planning.

Minimum Qualifications

Education and Experience:

  • A Master's Degree in finance, accounting, economics, statistics, or a related field; AND two (2) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR


  • A Bachelor's Degree in finance, accounting, economics, statistics, or a related field; AND four (4) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR


  • An Associate's Degree in finance, accounting, economics, statistics, or a related field; AND six (6) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, which includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification; OR


  • Eight (8) years of progressively responsible professional experience performing budgetary or financial analysis, or auditing, of which at least four (4) years of this experience must be in the public sector and includes at least one (1) year of supervisory or lead worker experience spanning responsibilities in the defined principle duties of this position classification.
