This announcement provides the opportunity for a reassignment/promotion to the Accounting Analyst position within Mission Support, Budget & Accounting Services, Accounting Team, located in Arlington, VA. Bring your skills and voice to our team!

The successful candidate is primarily responsible for managing the agency's travel card program, including management of travel cards accounts. The candidate will also be responsible for processing disbursements to vendors, reimbursements to employees, reconciling monthly accounts and assisting with other accounting team functions. The candidate with maintain accounting records and reports and will ensure reports are in compliance with generally accepted accounting practices, and USPS and USPS OIG accounting practices and policies. The incumbent will correspond/communicate with external and internal customers on a routine basis.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-12. The salary range for this position is $70,623.00 - $133,142.00. The salary figures include locality pay. Promotion potential to a GS -13 equivalent at management's discretion.

  • Serve as the subject matter expert with responsibility for providing guidance and assistance to employees on travel.
  • Respond to travel help desk inquiries and solve complicated travel related problems.
  • Prepare worksheets and reports to document noted discrepancies, corrective entries, and other needed adjustments. Ability to use software to create spreadsheets, develop presentations, reports etc.
  • Process accounts payable orders and accounts receivables.
  • Process purchasing requests, reconcile bank statements, and reconcile general ledger entries.
  • Participate in the month-end closing, variance analysis and account reconciliations.
  • Participate in the fiscal year-end closing, which includes handling accrued expenses.
  • Coordinate and effectively communicate accounting matters with other departments/locations, to ensure timely resolution of issues and to foster and maintain collaborative relationships.
  • Maintain various logs, reports, and listings regarding voucher payments, schedules and records.
  • Independently research and resolve problems and exceptions to facilitate timely posting to related balance sheet accounts.
  • Identify and implement innovative process and/or system changes to enhance the efficiency and effectiveness of the accounting function.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • Bachelor's Degree from an accredited college or university and one year of experience in reviewing and processing travel and/or agency's travel card program accounts.


OR

  • Three years of experience in reviewing and processing travel and/or the agency's travel card accounts.


DESIRABLE QUALIFICATIONS

  • Proficiency in Postal Service Financial Systems
  • Proficiency in using Microsoft Word, Excel and PowerPoint
  • Proficiency in using SharePoint
  • Proficiency in Citibank, GetThere, eTravel


EVALUATION FACTORS

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration.   • Demonstrated ability to communicate effectively both orally and in writing.
