This position is located in the Department of Health and Human Services, Health Resources and Services Administration, headquartered in Rockville, Maryland.

WHAT YOU'LL BE DOING DAY TO DAY

As an Accountant, you will use your knowledge and experience to optimize business results and customer experience by:

  • Providing audit liaison services including coordinating financial statement audit activities with staff from HRSA programs, the Program Support Center, other Operating Divisions (OPDIV), and audit firms.
  • Analyzing and reconciling financial data derived from various systems in order to provide information in support of financial statement preparation, and to address the information needs of HRSA management and external interests.
  • Consulting with internal and external subject matter experts to address compliance issues, concerns, or potential problems.
  • Analyzing the adequacy of system design, the adequacy of current data in providing financial information, or ways to use the system to satisfy new information requirements.
  • Serving as financial expert on workgroups established to improve work processes and systems supporting accounting and budgeting and/or that interface with the functional areas.

WHAT WE ARE LOOKING FOR

You must possess the Basic Requirement and Minimum Qualification Requirement below to be qualified for this position.

Basic Requirement

You must possess the one of the items listed below (A or B):

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


AND

Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:

  • Directing federal audit, internal control, and corrective action efforts to strengthen accountability and support compliance with federal financial management requirements
  • Conducting financial analyses, audits, and/or assessments of major programs to evaluate performance and validate financial data
  • Performing improper payments risk assessment, payment recapture audits, and disaster or emergency funding financial reporting to support accurate stewardship of federal resources
  • Leading federal financial systems modernization at the intersection of finance, Information Technology (IT), and agile delivery to support mission-focused financial management
  • Managing financial system-related information security functions, including Information Systems Security Office (ISSO) responsibilities, to support authorization requirements and reduce cybersecurity/compliance risks
