The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation and consultation for adults. Programs include inpatient interventions, jail based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long term psychiatric are in coordination with the total system of care in Louisiana

Division: Within the Fiscal Department at ELMHS Located in Jackson, LA

Eastern Louisiana Mental Health System (ELMHS) is seeking a qualified and experienced Accountant Manger 1 to oversee the administrative functions the Warehouse, Financial Management and Inventory section of Fiscal. Minimum Qualifications
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor's degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:

In this role, you will:

• Manage the Financial Management and Inventory Section of the Fiscal Department.
• Direct and manage the Property Control section for ELMHS, which houses property on the Jackson campus, the clinic in New Orleans and various offices throughout the state for our Forensic system.
• Compile vendor invoices for monthly inventory reports to verify ISIS purchase orders and property tagged.
• Complete the annual American Appraisal Report which verifies building and property data reflecting repairs and renovations performed for all geographical locations.
• Coordinate the movement of all state property for the many ELMHS geographical locations.
• Responsible for maintaining spreadsheets and logs that indicate the current location and/or movement of property located on the Jackson campus, the clinic in New Orleans, and the various offices throughout the state for our Forensic System.
• Oversee the fleet manager for the ELMHS system.
• Direct and manage all Warehouse operations, which is located on the Jackson Campus, through supervision of the Warehouse Manager.
• Maintain current, valid, and unencumbered motor vehicle operator's license.
