Job DescriptionThis position will be relied upon to complete daily, monthly, and year-end accounting tasks for The Education Foundation and for select system-wide grants. The accountant will review, reconcile, and analyze reports, prepare consolidated annual financial statements, monitor compliance with established policies and procedures, develop training materials, conduct training, and provide support for all schools and offices affected by The Education Foundation and system-wide grants. Work involves frequent contact with educators, staff from other BCPS offices, and community/business partners.
ResponsibilitiesEXAMPLES OF DUTIES:- Maintains budget and accounting records for the Education Foundation and system-wide grants. Provides financial reports to grant managers, supervisors, and the Board of The Education Foundation.
- Prepares financial reports for management and county oversight agencies. Prepares financial statements, schedules, and footnote disclosures required for external auditors.
- Performs daily banking and investment activities. Prepares, reviews, and approves disbursements, journal entry requests, and cash remittances. Prepares revenue and expenditure projections.
- Assists the Director with all aspects of accounting, including but not limited to - general fund operating budget, enterprise funds, grants, fixed assets, financial reporting, accruals.
- Assists with maintenance of the chart of accounts.
- Verifies and reconciles information housed in financial systems. Coordinates billing and collection of funds due from outside agencies.
- Reviews transactions for compliance with procedures and State financial reporting requirements.
- Coordinates with school and central office staff to correct or acquire documentation.
- Maintains and updates grant workbooks, fiscal status sheets, and budget tracking tools to monitor budget-to-actual spending for grants.
- Updates budget tracking documents with data from the financial system. Processes financial transactions.
- Responds to questions regarding appropriate fiscal documents for expenditures and remaining funds in accounts.
- Consults with and assists principals, school-based secretaries, fiscal assistants, office/department heads, and other account managers, with questions about accounting procedures and the financial accounting systems.
- Develops training materials related to financial accounting issues for principals, school-based secretaries, fiscal assistants, office/department heads, and other account managers.
- Participates in the training of principals, school-based secretaries, fiscal assistants, office/department heads, and other account managers, related to financial accounting issues.
- Assists Director with compliance reviews of grant activity.
- Assists Director with investigating audit findings and preparing responses to audits.
- Performs other duties as assigned.
QualificationsMINIMUM QUALIFICATIONS:Education, Training and Experience:
- Graduation from an accredited college or university with a bachelor's degree in accounting, finance, or a related field. Three years of professional experience in accounting, grants management, budgeting, fiscal administration, financial reporting, or closely related financial operations.
Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered.
Licenses and Certificates:
- Certified Public Accountant, GFOA Certified Public Finance Officer, ASBO Certified Administrator of School Finance and Operations or other comparable certification is preferred.
Knowledge, Skills, and Abilities:
- Thorough knowledge of GAAP and standard accounting business practices. Thorough knowledge, skills, and abilities in organizing, prioritizing, analyzing, presenting, and maintaining data, both electronic and paper. Knowledge, skills, and abilities in use of Excel spreadsheets, Microsoft Word, databases, Outlook, and QuickBooks.
- Skill and ability to communicate effectively orally and in writing. Skill and ability to maintain accurate records and produce necessary reports.
- Ability to train fiscal, school-based and office personnel in the use of accounting software and established policies and procedures. Ability to work independently and perform assigned accounting responsibilities with a minimum need for direct supervision and review. Ability to establish and maintain effective working relationships. Ability to appropriately maintain confidential information.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:- The work of this class is performed in four different office and warehouse spaces weekly. Requires the use of computers and other office equipment.
CONDITIONS OF EMPLOYMENT:- May be required to work several evenings per month and some weekends.

GRADE: Grade 05 - 12 Month OPE Pay Scale
