ONLY CURRENT CITY OF BREMERTON EMPLOYEES ARE ELIGIBLE TO APPLY.Under the direction of the Assistant Director of Finance and Administration, the Financial Analyst performs a wide variety of high-level accounting, budgeting, cash management, and financial reporting functions. Duties may include, but are not limited to, job costing, budget forecasting, project management accounting, grant accounting, capital asset and inventory accounting and reporting, depreciation analysis, debt service accounting, equipment rental and replacement accounting, preparation of state, federal, and Generally Accepted Accounting Principles (GAAP) financial reports. The position researches and interprets accounting requirements and exercises substantial independent judgment in completing assigned work.
Representative Essential Duties and ResponsibilitiesREPRESENTATIVE ESSENTIAL DUTIES AND RESPONSIBILITIES (Note - this list is intended only to illustrate the various types of work that may be performed. The omission of specific statements does not exclude them from the position.)Respond to financial inquiries from City departments and external agencies and explain accounting, investment, and fund balance information to both financial and non-financial audiences.
Oversee assigned accounting processes to ensure the accuracy, completeness, and timely flow of financial information, and prepare complex financial reports, analyses, and supporting documents for directors and managers
Prepare and submit required state tax and financial reports on monthly, quarterly, and annual cycles, and monitor changes in applicable laws and reporting standards to ensure continued accuracy and compliance.
Compile, analyze, and review financial information used in annual reports to the State and other external stakeholders and assist with the preparation of the year-end Annual Comprehensive Financial Report (ACFR)
Assist with the preparation, review, and compilation of the City's biennial budget. Monitor management of budgets across all City funds, departments and divisions.
Compile and analyze financial data to support the annual allocation of overhead costs across the City's operating funds.
Conduct financial audits, evaluate findings, and recommend or implement corrective actions and process improvements.
Conduct research and financial analysis for special projects and prepare related reports, findings, and recommendations as assigned.
Manage the financial components of the City's equipment rental program, including equipment inventory, replacement schedules, replacement reserves, repair-rate calculations, maintenance cost recovery, reconciliations, and related financial statements. Analyze program performance, identify efficiencies, and recommend process improvements.
Maintain the accuracy and integrity of the general ledger, including project numbers and the chart of accounts, in accordance with Washington State Budget, Accounting and Reporting Systems (BARS) requirements.
Prepare monthly journal entries for all governmental funds to accurately record revenues and expenditures, and maintain supporting fiscal records for departmental financial reporting.
Prepare trial balances, balance sheets, income statements, cash flow statements, and related financial projections; monitor results and analyze financial performance and trends.
Administer assigned grants and loans, including maintaining and reconciling subsidiary ledgers, preparing and submitting grant draw requests, and completing required closeout documentation.
Manage accounting for receipts, expenditures, bonded debt, and capital assets; maintain and reconcile records for material inventory, fleet maintenance, depreciation, and related asset activity; and allocate material, labor, and equipment costs to the appropriate accounts.
Other Duties: Regular in-person attendance is required; telework may be authorized on a situational basis.

KNOWLEDGE, SKILLS AND ABILITIES (Entry Requirements)Knowledge of:- Federal, state, and local laws, regulations, and procedures governing public-sector accounting, financial reporting, and grant administration.
- Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, governmental accounting and financial reporting practices, and the Washington State Budgeting, Accounting and Reporting System (BARS).
- Municipal budget preparation, administration, financial controls, and reporting.
- Grant agreements, contracts, compliance requirements, and interdepartmental coordination related to grant implementation.
- Modern office practices, procedures, and equipment.

Qualifying Education and Experience (Minimum Requirements)- A Bachelor's degree from an accredited college or university in accounting, finance, business administration, or a closely related field, and five (5) years of progressively responsible professional accounting or financial analysis experience.
- Candidates must successfully complete a background investigation and be eligible for bonding.
Equivalent combinations of education, training, and directly related experience that demonstrate the knowledge, skills, and abilities necessary to perform the essential functions of the position will be considered.
Preferred Qualification- Certified Public Accountant (CPA) license.
- Municipal or other governmental accounting experience.
Physical Requirements Work requires occasional walking, stooping, lifting, and moving materials, along with frequent use of the hands and fingers for grasping, handling documents, and operating computers and other office equipment.
The position requires light physical work, including exerting up to 20 pounds occasionally, up to 10 pounds frequently, and a negligible amount of force continuously. It also requires the ability to communicate effectively through speaking and hearing and close visual acuity for computer work, reading, reviewing documents, and analyzing detailed financial data.

MEDICAL AND DENTAL INSURANCE Effective the first of the month following the date of hire, regular employees are eligible for the City's medical and dental plans. Employees are also eligible for vision insurance on the first day of the month in which the third consecutive monthly premium payment is made on their behalf.
Currently, the City pays the premium for your choice of one of two health insurance plans, Kaiser Permanente or Regence HealthFirst 250 Plan. To cover dependents employees pay 20% of the dependent premium. Dependents may be added when you are hired, within 30 days of birth or adoption, during the annual open enrollment, or if you have a qualifying event (e.g. marriage, divorce, spouse loss of job or medical coverage). The City provides a dental plan through Washington Dental Service for employee and dependents at no cost to the employee. Dependents can be added when hired, within 30 days of birth or adoption, or at annual open enrollment.
STIPEND IN LIEU OF MEDICAL COVERAGE An employee who waives the right to obtain medical insurance coverage through the City and who provides proof of credible coverage through his/her spouse or other source shall be entitled to receive a a monthly stipend as outlined below:
