THE WORK:You will be the Water Sector Market Leader for Northern California (San Francisco Bay Area, Sacramento region, Central Valley, San Joaquin Valley, North Coast, and Sierra Nevada foothills) responsible for the development and execution of Accenture's Water business strategic growth plans across the region.
Business Development & Client Leadership - You'll lead the region-wide business development efforts for water, including building high-value relationships with existing and target Strategic Clients across Northern California's complex network of municipal utilities, irrigation districts, water agencies, and regional authorities.
- You'll lead the development and execution of new business capture plans to partner with clients in addressing Northern California's most critical water challenges - including drought and climate variability, aging conveyance infrastructure, groundwater sustainability under SGMA, wildfire impacts on water quality and watershed health, and the long-term reliability of the State Water Project and Central Valley Project supplies.
- You'll lead the marketing and sales plans to deploy our water business capabilities across the Northern California market.
- You'll cultivate relationships with key regional agencies and authorities including the San Francisco Public Utilities Commission (SFPUC), East Bay Municipal Utility District (EBMUD), Zone 7 Water Agency, Contra Costa Water District (CCWD), Sacramento Regional County Sanitation District (Sacramento RWQCB), Sacramento Suburban Water District, Valley Water (Santa Clara), and the California Department of Water Resources (DWR).
- You'll engage with state and federal partners on water policy, funding, and infrastructure investment - including the Delta Conveyance Project, SGMA Groundwater Sustainability Plans, and federal IIJA/BIL water infrastructure funding opportunities for regional clients.
Digital Water & Transformation - You'll drive digital water strategy and transformation initiatives for utility clients across Northern California, including smart water networks, advanced metering infrastructure (AMI), IoT sensor integration, real-time watershed monitoring, and wildfire-impacted source water quality analytics.
- You'll lead the development and deployment of digital twin solutions for water supply, conveyance, distribution, and recycled water systems - enabling predictive maintenance, hydrologic modeling, and capital investment prioritization across the region's geographically complex multi-agency water networks.
- You'll champion the adoption of AI and machine learning tools for demand forecasting, water loss control, source water quality monitoring, and asset performance management - capabilities critical to managing Northern California's seasonal variability and increasingly unpredictable hydrology driven by climate change.
- You'll guide clients through Enterprise Asset Management (EAM) and Computerized Maintenance Management System (CMMS) implementations, helping utilities build data-driven maintenance programs that align with California regulatory requirements and Groundwater Sustainability Agency (GSA) reporting obligations.
- You'll partner with Accenture's Technology and Innovation practices to deliver advanced water technology solutions - including cloud platforms, SCADA modernization, cybersecurity for OT/IT convergence, and integrated water resources management (IWRM) platforms - to Northern California utility and public agency clients.
- You'll support clients in developing and executing digital transformation roadmaps, from strategy through implementation, including change management, workforce enablement, and technology adoption tailored to California's evolving water policy, rate-setting environment, and SGMA compliance timelines.
- You'll identify and develop new digital water service offerings relevant to Northern California, including groundwater sustainability analytics, watershed resilience tools, post-wildfire water quality response frameworks, and climate-adaptive infrastructure planning solutions.
Operations & Performance Management - You'll lead and manage the performance of water business projects and activities across the Northern California region.
- You'll develop the annual budget and strategic objectives with input/review by the Managing Director and the ELT.
- You'll review monthly reporting and ensure operational compliance with standards required to produce reporting including staff utilization; budget to actual revenue and EBITDA; monthly board reports; A/R and account aging reports; EEO reports.
People, Culture & Talent - You'll build and maintain desired corporate cultural outcomes consistent with positive engagement outcomes and psychological safety, regularly soliciting and receiving staff feedback through surveys and other interactions.
- You'll oversee hiring, evaluation, development and termination of personnel. Perform annual and periodic review of all office/regional personnel, including incentive compensation and salary adjustments, within annual budget parameters.
- You'll maintain standards for key business system elements, including but not limited to proposals and personal utilization targets.
Quality Assurance - You'll oversee quality of services being provided to clients as measured by client feedback, repeat work, surveys and other related tools. Develop/oversee corrective action plans when necessary.
- You'll conduct other duties and responsibilities as assigned.
HERE'S WHAT YOU'LL NEED:- A Bachelor's Degree in Civil, Chemical or Environmental Engineering, Public Administration, Construction Management, Information Systems, or equivalent is necessary
- 5+ years of experience in the water industry, digital water, smart utilities, or technology transformation programs is required
BONUS POINTS IF YOU HAVE:- Master's degree, PE, CCM, PMP, CFE, COA, or LEED preferred
- Experience with digital twin platforms, GIS/asset management systems, SCADA modernization, or utility analytics tools (e.g., Esri, IBM Maximo, Xylem Vue, Optera, or equivalent)
- Familiarity with California's water regulatory landscape, including the State Water Resources Control Board (SWRCB), California Department of Water Resources (DWR), and direct experience working with Northern California utilities and agencies such as SFPUC, EBMUD, Valley Water, CCWD, Zone 7, or Sacramento-area water agencies
- Knowledge of California-specific water policy and programs including the Sustainable Groundwater Management Act (SGMA), Delta Conveyance and State Water Project planning, Title 22 recycled water requirements, post-wildfire watershed management, and urban and agricultural water management planning requirements
- Familiarity with state and federal funding programs including Proposition 1, Proposition 4, IIJA/BIL water infrastructure grants, and USDA/EPA rural water programs applicable to Northern California communities
- Proven track record in executive leadership, management, and highly effective interpersonal and communication skills at all levels of the organization, Board members, regulatory agencies, and the public
- A deep understanding of professional services Key Performance Indicators (KPIs) and how to motivate and hold accountable teams to deliver on these KPIs
- Demonstrated experience providing guidance and support to appointed and elected leadership

$200,000 - $250,000 a year
Compensation at Accenture varies depending on a wide array of factors, which may include but are not limited to the specific office location, role, skill set, and level of experience. As required by local law, Accenture provides a reasonable range of compensation for roles that may be hired in Illinois, Maine, Minnesota, California, Colorado, District of Columbia, Maryland, Massachusetts, New York, New Jersey, Ohio, Virginia or Washington as set forth below.
