Voyager Technologies is seeking a highly qualified and self-directed professional to serve as AA&E Compliance Manager supporting our Pueblo and Penrose, CO sites. This position carries direct accountability for the protection and accountability of AA&E assets in accordance with applicable DoD directives and ATF regulations.
The ideal candidate brings deep operational experience in explosive and firearms compliance, physical security program management, and AA&E accountability within a defense contractor environment. This individual will serve as the primary interface with ATF and other cognizant regulatory authorities.
Key ResponsibilitiesAA&E Compliance Management- Serve as the primary accountable officer for all Arms, Ammunition, and Explosives (AA&E) held at both Colorado locations, ensuring protection and accountability in accordance with DoDM 5100.76 (Physical Security of Sensitive Conventional Arms, Ammunition and Explosives) and applicable successor directives.
- Establish and enforce AA&E storage, handling, transportation, and inventory control procedures in compliance with ATF explosives regulations (27 CFR Part 555), DoD explosives safety standards, and applicable state and local requirements.
- Manage the organization's Federal Explosives License (FEL) or Federal Explosives Permit (FEP); coordinate the addition of Employee Possessors (EPs) to the company's FEL/FEP by submitting ATF Form 5400.28 (Explosives Employee Possessor Questionnaire) and facilitating ATF background check processing to confirm each employee is not a prohibited person; manage all renewals, amendments, and compliance correspondence with ATF.
- Conduct and oversee physical inventory and reconciliation of all AA&E holdings at both locations on required schedules; investigate and report any discrepancies, losses, or thefts per reporting requirements.
- Develop and maintain AA&E Standard Operating Procedures (SOPs) covering the full lifecycle: receipt, storage, issue, turn-in, transportation, and demilitarization/disposal.
- Lead site inspections and audits of AA&E storage facilities (magazines, vaults, and arming rooms); coordinate physical security upgrades and remediation with the Director, Security Operations.
- Serve as the point of contact for ATF compliance inspections, DCSA AA&E reviews, and any federal or state law enforcement inquiries related to firearms and explosive materials.
- Develop and deliver AA&E training programs covering ATF regulations, DoD safety directives, and site-specific procedures for all personnel with authorized access to AA&E.
- Collaborate with engineering, program management, and operations teams to ensure new programs and activities involving AA&E are compliant from inception.
- Monitor changes to ATF, DoD, and state explosives and firearms regulations; proactively update internal policies and training materials to maintain continuous compliance.
- Support hazard analysis and risk assessment activities related to explosive materials storage and use.
- This role will start as an operation role with future team leadership responsibilities
Physical Security Program- Oversee physical security systems at both Colorado locations, including intrusion detection systems (IDS), access control, CCTV, and perimeter security in support of AA&E requirements.
- Coordinate with applicable authorities and agencies regarding site security and emergency response protocols for AA&E incidents.
- Ensure AA&E storage areas meet or exceed required protection levels under applicable DoD and ATF standards.
Required Qualifications- Minimum of 8-10 years of progressive experience in compliance, safety, or operational roles with a substantive focus on AA&E/explosives and firearms compliance.
- Active DoD Secret clearance required at time of hire; Top Secret preferred. Must be eligible for and willing to pursue TS/SCI, if required.
- Proven expertise in ATF explosives regulations (27 CFR Part 555), including Federal Explosives License (FEL)/Permit (FEP) management, and state equivalent regulations, Employee Possessor processing via ATF Form 5400.28, and record-keeping requirements.
- Direct experience conducting or managing AA&E physical inventories, reconciliations, and loss/theft reporting.
- Ability to manage a team of direct reports
- Experience developing and delivering security education and compliance training programs.
- Strong analytical skills with ability to identify regulatory gaps and develop risk-mitigated solutions.
- Excellent written and verbal communication skills; ability to present complex regulatory requirements clearly to executives, program managers, and operational personnel.
- Ability to travel between both Colorado locations as required; occasional travel outside Colorado for government meetings or training.
The good faith base salary range for this role is
$135,000-$165,000 at the time of this posting. Where you fall within the range depends on your experience, skills, and location. This range reflects base salary only and does not include benefits or bonus/incentive. This range may be adjusted in the future.
