Full Job Description
Provide telecommunications and network engineering support for the transition of federal services from legacy contracts and environments to successor telecommunications solutions. Apply engineering principles to analyze requirements, evaluate technical feasibility, develop specifications, recommend alternatives, and support systems integration, provisioning, installation, cutover, testing, and service discontinuation.

Key Responsibilities
  • Analyze existing telecommunications services, configurations, features, equipment, interfaces, and technical dependencies.
  • Work with customers to define current-state and future-state network requirements.
  • Evaluate network and provisioning solutions for feasibility, interoperability, resilience, security, performance, and mission suitability.
  • Develop and review technical specifications, telecommunications requests, acquisition documentation, bid models, evaluation materials, quality plans, and cost-estimate inputs.
  • Apply analytical techniques to identify technical alternatives and recommend solutions that improve systems and meet mission, schedule, performance, and budget requirements.
  • Support telecommunications inventory research and validation and review service-order packages for technical accuracy and completeness.
  • Coordinate technical activities with federal customers, service providers, acquisition personnel, and other engineering stakeholders.
  • Support installation planning, cutover readiness, testing, operational acceptance, and disconnect coordination.
  • Identify and resolve technical issues that could delay implementation or interrupt customer operations.
  • Develop and improve engineering procedures, templates, tools, and quality checks.
  • Document technical decisions, assumptions, risks, alternatives, and recommended mitigations.
  • Provide technical advice throughout all phases of the transition lifecycle.

Qualifications
  • Bachelor's degree in Electrical Engineering, Computer Engineering, Telecommunications, Information Technology, Network Engineering, or a related technical discipline required.
  • Minimum 5 years of telecommunications, network engineering, systems integration, or related technical experience required.
  • Demonstrated experience developing and reviewing network requirements, specifications, and technical documentation.
  • Strong analytical, troubleshooting, written communication, and stakeholder-coordination skills.
  • Experience supporting federal, defense, or other large enterprise network environments preferred.
  • Master's degree preferred.
  • CCNP, CCNA, CompTIA Network+, CISSP, or comparable networking or cybersecurity certification preferred.
  • U.S. citizenship and the ability to work remotely from an authorized location within CONUS are required. Periodic on-site support at Scott Air Force Base, Illinois, may be required for government-furnished equipment support and other mission needs.
  • Must be available and prepared to begin work at the anticipated contract start date of November 6, 2026.

Required Systems, Tools, and Framework Experience
  • Web-based telecommunications service-request and order-entry platforms
  • Telecommunications inventory, billing, provisioning, and service-order systems
  • GSA Enterprise Infrastructure Solutions or comparable enterprise telecommunications services
  • Network architecture, topology, and configuration-documentation tools
  • Microsoft Visio or comparable network-diagramming tools
  • Microsoft Office Suite, including Excel, Word, PowerPoint, Outlook, Teams, and SharePoint
  • Network monitoring, testing, troubleshooting, and performance-analysis tools
  • Federal cybersecurity, security technical implementation, and risk-management frameworks
  • ITIL service-management, configuration-management, and change-management practices

Required Specialized Experience
  • Engineering support for private-line, MPLS, Ethernet, optical transport, fiber, access, and related data-transport services.
  • Experience with IP VPN, Layer 2 VPN, Internet Protocol services, converged IP, IP telephony, and voice over IP transport.
  • Knowledge of voice, conferencing, managed network, unified communications, and customer-contact-center services.
  • Knowledge of cellular, wireless, land-mobile-radio, fixed-satellite, and mobile-satellite services.
  • Current-state assessments, alternatives analyses, migration planning, requirements development, and solution evaluation.
  • Telecommunications provisioning, service installation, cutover, testing, acceptance, and disconnect coordination.
  • Development or review of performance work statements, bid models, technical evaluation materials, quality plans, telecommunications service requests, and provisioning documents.
  • Evaluation of multiple customer network environments and support for competitive telecommunications acquisition packages.
