Full Job Description
Position Title: Senior Section 508 Compliance Specialist / DHS Trusted Tester

Location: Washington, DC (ONSITE)
Work Schedule: Monday-Friday, 8:30AM - 5:00PM
Security Clearance: Public Trust

Position Summary

The specialists will evaluate Information and Communication Technology for conformance with applicable accessibility standards, document accessibility defects, recommend and validate remediation actions, provide technical assistance to stakeholders, and support the consistent use of accessibility testing practices across client's ICT environment.

The work includes accessibility testing of websites, web applications, software, electronic documents, presentations, spreadsheets, media files, hardware, and other digital products.

Personnel conducting web and application testing must possess a current DHS Trusted Tester certification.

Primary Responsibilities
  • Perform manual and automated accessibility assessments of ICT products and services.
  • Evaluate websites and applications against Revised Section 508 Standards and WCAG Level AA requirements.
  • Test electronic documents, including PDFs, Microsoft Word files, Excel spreadsheets, and PowerPoint presentations.
  • Identify, document, prioritize, and communicate accessibility defects.
  • Recommend corrective actions and retest remediated content to verify compliance.
  • Remediate inaccessible electronic documents and digital content.
  • Use assistive technologies such as JAWS and NVDA to conduct functional accessibility testing.
  • Operate automated accessibility testing tools such as Deque Axe and related platforms.
  • Develop or support Accessibility Conformance Reports, VPAT reviews, gap analyses, and accessibility findings reports.
  • Provide accessibility guidance to web developers, content owners, product teams, and other stakeholders.
  • Support accessibility-related helpdesk tickets, including acknowledgment, investigation, resolution, closure, and documentation of hours worked.
  • Deliver one-on-one and group training on web, application, and electronic-document accessibility.
  • Evaluate and compare accessibility testing tools and assistive-technology products.
  • Configure accessibility testing tools and assistive devices.
  • Maintain accurate test records, evidence, defect logs, remediation status, and recommended-action reports.
  • Contribute to weekly milestone reports, ServiceNow metrics, meeting minutes, project plans, and quality-control documentation.
  • Support transition-in, knowledge transfer, and transition-out activities


Required Qualifications:
  • Current DHS Trusted Tester Certification.
  • Demonstrated professional experience conducting Section 508 accessibility testing.
  • Experience applying WCAG Level A and AA success criteria.
  • Experience conducting both manual and automated accessibility testing.
  • Experience testing websites, web applications, and digital content.
  • Working knowledge of HTML, CSS, and JavaScript.
  • Experience using assistive technologies such as JAWS and NVDA.
  • Experience with Acrobat Pro and electronic-document accessibility.
  • Experience documenting accessibility findings and providing actionable remediation recommendations.
  • Strong written and verbal communication skills.
  • Ability to communicate technical accessibility issues to developers, content owners, program managers, and nontechnical stakeholders.
  • Ability to work on-site at Headquarters during required service hours.
  • Ability to meet rapid testing, remediation, ticket-response, and reporting deadlines.


Desired Qualifications
  • Six or more years of direct Section 508 testing experience; ten or more years is highly desirable under the RFQ's evaluation standards.
  • IAAP Web Accessibility Specialist certification in addition to DHS Trusted Tester certification.
  • Experience with GSA's Accessibility Requirements Tool.
  • Experience with:
    • Deque Axe Platform.
    • WorldSpace Comply.
    • Attest and Assure.
    • CommonLook PDF.
    • JAWS.
    • NVDA.
    • SharePoint.
    • Microsoft Office.
    • ServiceNow.
  • Experience preparing or evaluating ACRs and VPATs.
  • Experience performing PDF and Microsoft Office document remediation.
  • Experience supporting a federal Section 508 program.
  • Experience providing accessibility helpdesk support.
  • Experience delivering accessibility training.
  • Experience working with federal IT governance, investment-review, or system-development lifecycle processes.
  • Familiarity with Sections 501, 504, and 508 of the Rehabilitation Act, 36 CFR Part 1194, and applicable federal ICT-acquisition requirements.
