GENERAL DESCRIPTION

Under the general direction of the Senior Manager of Plant Operations, the Building Automation Manager is responsible for the operation, optimization, and continuous improvement of the Authority's Building Automation Systems (BAS), HVAC controls systems, and related energy management infrastructure supporting airport facilities.

The Building Automation Manager is responsible for tracking, analyzing, and reducing utility consumption including electricity, water, and natural gas usage across Authority facilities. This position supports airport sustainability initiatives, including Airport Carbon Accreditation (ACA), and works collaboratively with Maintenance, HVAC, Electrical, Engineering, and Sustainability teams to implement cost-saving and energy efficiency strategies.

This position oversees the performance of building automation systems, including the Johnson Controls Metasys platform, and ensures effective system operation through monitoring, analysis, recommissioning, and optimization of HVAC control sequences and facility systems.

This position provides supervisory oversight of Building Automation Technicians supporting building systems operations and optimization efforts.

Requires availability for emergency call-in.

COMPENSATION: $123,676 - $136,662 based on experience

ESSENTIAL FUNCTIONS
• Provides supervision, direction, training, and performance management of assigned Building Automation Technicians.
• Tracks, analyzes, and reports on utility consumption data including electricity, water, and natural gas usage to identify trends and opportunities for operational improvement.
• Reviews and approves utility invoices and validates consumption accuracy.
• Develops and implements strategies to reduce energy consumption, utility costs, and improve building system efficiency.
• Interfaces with the Building Automation System (BAS), including Metasys, to monitor system performance, validate operating sequences, and identify opportunities for optimization.
• Recommends and implements adjustments to HVAC control strategies and system sequences to improve operational efficiency and comfort conditions.
• Collaborates with Maintenance, HVAC, Electrical, Engineering, and Sustainability teams to support energy efficiency initiatives and capital improvement projects.
• Participates in design and construction meetings to ensure building automation, HVAC, mechanical, electrical, and plumbing systems are designed and installed to meet operational and efficiency requirements.
• Supports airport sustainability initiatives, including ACA reporting, energy reduction targets, and related environmental programs.
• Develops reports, dashboards, and presentations related to utility consumption, system performance, and energy savings initiatives.
• Provides technical support and coordination for building automation system commissioning, recommissioning, and troubleshooting activities.
• Coordinates with contractors, vendors, and service providers supporting building automation and energy management systems.
• Ensures compliance with applicable codes, regulations, and Authority policies.
• Adheres to all safety protocols and procedures while performing assigned duties.
• Occasional use of Authority vehicles.

Regular and reliable attendance is required as an essential function of the position.

REQUIRED FOR ALL HCAA JOBS
  • In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.
  • Complies with all HCAA Policies, Procedures, and Standards.

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)
• Bachelor's degree in Mechanical Engineering, Electrical Engineering, Facilities Management, Construction Management, or related field.
• Seven (7) years of progressively responsible experience in building automation systems, HVAC controls, central utility plant operations, or energy management systems.
• Two (2) years of supervisory or leadership experience.
• Equivalent combination of education, training, and experience may be considered.
• Valid Florida Driver License.

PREFERRED QUALIFICATIONS
• Significant management experience at an airport, large commercial or institutional facility.

KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of building automation systems, HVAC controls, and central utility plant operations.
• Knowledge of energy management principles, utility analysis, and energy conservation strategies.
• Knowledge of commercial HVAC systems, electrical distribution systems, and mechanical infrastructure.
• Knowledge of commissioning and recommissioning principles for building systems.
• Knowledge of applicable building codes, safety regulations, and industry standards.
• Ability to analyze utility and system performance data and develop actionable recommendations.
• Ability to interpret technical drawings, control sequences, and system documentation.
• Ability to troubleshoot and optimize building automation system performance.
• Ability to manage multiple priorities and projects simultaneously.
• Ability to prepare reports, presentations, and technical documentation.
• Ability to communicate effectively orally and in writing.
