DIRECTOR, DATA & BUSINESS ANALYTICS

POSITION DESCRIPTION

The Director, Data & Business Analytics is responsible for leading ESA's enterprise data governance, analytics, business intelligence and reporting capabilities. The role establishes the frameworks, standards, tools and practices required to improve data quality, strengthen evidence-based decision-making, and enable consistent, secure and responsible use of data and analytics across ESA. The Director provides leadership, direction and management to ESA's data governance and analytics function and partners with business leaders to translate operational, regulatory and strategic data needs into actionable insights.

ROLE DESCRIPTION
  • Provides advice and analytical insights to ESA's Board, Executive Leadership Team, and senior leaders through enterprise reporting, performance measurement, analytics and evidence-based decision support.
  • Monitors and assesses emerging trends in data, analytics, artificial intelligence, cybersecurity, digital technologies and regulatory innovation, and provides strategic advice and recommendations to the Chief Information Officer and Executive Leadership Team regarding opportunities, risks and potential impacts on ESA's strategic priorities, operations, and service delivery, as appropriate.
  • Supports enterprise priorities and contributes to organizational initiatives that advance ESA's strategic objectives and modernization agenda.
  • Identifies opportunities to improve organizational performance, service delivery and decision-making through effective use of data, analytics and emerging technologies.

• Establishes and maintains enterprise data governance frameworks, policies, standards and stewardship practices related to data quality, ownership, access, lifecycle management, ethical use and responsible AI.
• Provides governance, standards and advisory support for the responsible adoption of AI-enabled tools and advanced analytics across ESA, including use-case assessment, data readiness, risk review, privacy/security alignment, transparency, human oversight and value realization.
  • Promotes data literacy, evidence-based decision-making and responsible experimentation through the effective use of analytics, reporting and business intelligence tools.
  • Leads the development and continuous improvement of ESA's business intelligence, enterprise reporting and data visualization capabilities.
  • Develops and maintains an enterprise service model for data and analytics support, including intake, prioritization, advisory support, reporting standards and coordination with business areas.
  • Participates in governance forums, committees and cross-functional working groups where data governance, analytics, reporting, business intelligence or responsible AI considerations are required.
  • Provides strategic oversight of ESA's enterprise data and analytics function, including priorities, performance, resources, governance outcomes and continuous improvement initiatives.
  • Leads enterprise analytics and business intelligence activities that translate ESA data into actionable insights for business owners, including trend analysis, performance reporting, risk indicators, predictive analytics and decision-support tools.
  • Leads ESA's enterprise artificial intelligence strategy, roadmap, and capability development, including the identification and evaluation of AI-enabled opportunities that support ESA's modernization agenda, regulatory oversight capabilities, and strategic priorities.
  • Identifies enterprise data and analytics needs, emerging reporting requirements, data quality risks, capability gaps and opportunities to improve decision support across ESA.
  • Leads, coaches, and develops the data and analytics team, fostering a collaborative, service-oriented and accountable culture that enables high-quality advisory support, continuous improvement and effective partnership with business areas.
  • Develops, monitors and reports on departmental objectives, performance measures and operational plans.
  • Responsible for departmental planning, budget management, resource allocation, and oversight.
  • Ensures team members understand and comply with applicable legal, regulatory, policy, health and safety, and business requirements related to their work.
  • Builds effective relationships and collaborates across portfolios to achieve enterprise outcomes.
  • Promotes and models ESA's values, Code of Business Conduct, and leadership expectations.
  • Fosters a high-performing team culture focused on delivery excellence, innovation, and customer service.

QUALIFICATIONS & REQUIREMENTS
• University degree in data analytics, computer science, information management, statistics, business, or a related discipline.
• Relevant certifications in data governance, analytics, business intelligence, privacy, cybersecurity, project/change management or responsible AI are considered an asset.
• Minimum 8-10 years of progressively senior experience in data governance, data analytics, business intelligence, information management, enterprise reporting or related disciplines is considered necessary, including leadership experience in a regulated, public sector, utility, technical safety or similarly complex environment.
  • Ability to promote data-informed decision-making, build confidence in enterprise data practices and support adoption of analytics-enabled improvements.
  • Ability to lead change related to data governance, analytics, reporting practices and business intelligence adoption, including navigating trade-offs across business needs, risk, privacy, data quality and implementation capacity.
  • Experience developing and implementing data strategies, governance frameworks, analytics roadmaps, reporting standards, policies and performance measurement approaches.
  • Ability to advise the Executive Leadership Team and Board on data, analytics, reporting, and evidence-based decision support, and act as a trusted advisor.
  • Demonstrated experience leading, managing, and developing professional staff.
  • Strong judgement, analytical thinking and proactive problem-solving skills in complex, cross-functional environments.
  • Strong knowledge of business analytics, business intelligence, performance reporting, data visualization and decision-support methods.
  • Knowledge of governance, privacy, risk management and regulatory environments is considered an asset.
  • Ability to analyze and evaluate programs, services, and enterprise issues from a systems perspective.
  • Excellent oral and written communication skills, and the ability to work effectively with a diverse group of people with different levels of technical background.
  • Ability to work with a variety of stakeholders both internally and externally.
