Full Time, Permanent Project


We are excited to announce and opening for a Construction Project Coordinator 3 that will facilitate and coordinate all aspects of capital projects between Department of Enterprise Services (Engineering & Architectural Services), consulting with architects and engineers, contractors, nursing homes, cemeteries, and Temporary Housing Program facilities. Ensure capital projects are designed and built in conformance with applicable regulations and building codes as well as specifications and regulations governing nursing home building requirements.
Please note: Standard business hours are Monday through Friday, 8:00 am to 5:00 pm. This position is expected to adjust the work schedule to meet the needs of the program. A flexible schedule or hybrid telework schedule is subject to supervisory approval.
*This position has been posted within the assigned pay range through Step L. Step M has not been published as this is considered the longevity step, in alignment with state HR compensation rules.

The incumbent reports to the Construction Project Coordinator 4 (CPC4) position. Serves as a project manager responsible for the planning, coordination, development, and implementation of capital projects for our four nursing homes, cemeteries, Temporary Housing Program, central office and other WDVA-owned or leased properties in support of established or proposed facility utilization programs. Provides project management and technical expertise in support of the agency's capital budget and capital program under the direction of the CPC4. Directs, coordinates, and reviews the development of designs and specifications by private design firms for the construction of state-owned nursing facilities.
Duties
Some of what you'll be doing includes:

  • Facilitating and coordinating all aspects of capital projects between the Department of Enterprise Services (Engineering & Architectural Services); consulting with architects and engineers, contractors, and nursing homes.
  • Ensuring capital projects are designed and built in conformance with applicable regulations and building codes as well as specifications and regulations governing nursing home building requirements.
  • Serving as lead contact and primary liaison with contractual arrangements and architectural and engineering.
  • Directing and monitoring the work of consultants and assigned project manager.
  • Assisting with the development and maintenance of a ten-year capital master plan for all facilities, including preservation of historical buildings.
  • Directing the development of criteria and standards for space use and assignment for facilities design, construction, and layout planning.
  • Performing necessary research to assure the most current techniques in space planning, programming, engineering, construction, etc. are utilized and considered in planning projects.
  • Coordinating communication with Federal Veterans Administration and other federal, state, or local grantors in the application, award, and execution of capital project grants.
  • Ensuring compliance with any state or federal energy or environmental requirements for facilities.

Qualifications
Required:
  • Bachelor's degree involving major study in Construction Management, Architecture, Engineering, Facility Management, or closely allied field.
AND
  • At least 3 years of experience in capital project coordination, construction management, or facilities project delivery.

*A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position.*

  • Demonstrated experience managing projects through design, construction, and closeout phases.
  • Demonstrated experience with budget tracking, scheduling, and contract coordination.
  • Demonstrated experience working with contractors, consultants, and multidisciplinary teams
  • Must be proficient in the English language.

Preferred/Desired:

  • Demonstrated experience in public sector capital programs (state, county, federal, or higher education).
  • Familiarity with Washington State capital budget and OFM/DES processes.
  • Demonstrated experience with public works contracting (RCW 39.04, RCW 39.10).
  • Demonstrated experience with healthcare, institutional, or multi-site facility environments.
  • Demonstrated experience preparing concept papers, capital budget requests, or legislative project documentation.

Special Requirements/Conditions of Employment:

  • Must be able to travel throughout the state to WDVA facilities.
  • Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.
  • Must successfully complete, within mandated timeframes, employee orientation and all other mandatory, annual, in-service, and other required training.
  • Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
  • Must sign the confidentiality statement for all employees.
  • Positions requiring travel must have a valid unrestricted driver's license and must be insured if driving a privately owned vehicle on state business.
  • Candidates who are offered a job with WDVA must possess work authorization which does not require sponsorship by the employer for a visa now or in the future.
