Position Summary and QualificationsComplex, administrative supervision and technical work in the overall management of the operations and maintenance of a Class "A" Lime Softening Drinking Water Treatment Plant, a Class "A" Reverse Osmosis Drinking Water Treatment Plant, associated laboratories, and ancillary facilities. Expected to administer, independently, the day to day operations of the Department.
Reports directly to the Director of Water & Wastewater Systems
Considerable knowledge of the practices and legal requirements of operating a complex drinking water plant.
Extensive knowledge of the complex mechanical, chemical and physical processes involved in operating and maintaining a Class "A" lime-softening drinking water plant, a Class "A" reverse osmosis plant.
Knowledge of water chemistry, microbiology, hydraulics, and hydrogeology.
Considerable knowledge of the operations and maintenance of a Deep Injection Well System (DIW).
Thorough knowledge of administrative reporting requirements of federal, state and local regulatory agencies.
Ability to communicate effectively and establish and maintain harmonious relationships with Supervisors, customers, other employees, other departments, other governmental agencies, and the general public as needed.
Ability to understand, interpret, follow quickly and accurately brief oral and written instructions on moderately complex matters.
Ability to apply principles of professional management to plan, organize, and direct the work activities of a variety of personnel.
Ability to direct the operations of a State Certified Drinking Water Lab.
Graduation from an accredited college with a B.S. degree in Engineering, Physical Science, or Natural Science, and at least five (5) years experience in the operation of a Class "A" Drinking Water Treatment Plant. Three (3) years experience must be in a supervisory capacity.
Possession of a Drinking Water Treatment Plant Operator's License or Water Distribution System Operator's license, issued by the Florida Department of Environmental Protection is highly desirable.

Plans, organizes, directs, and supervises the uninterrupted operation and maintenance of complex Lime Softening and Reverse Osmosis drinking water plants.
Responds in emergencies and takes personal responsibility for proper remedial measures in situations involving unusual difficulty or danger.
Coordinates and supervises the overall activities of all employees engaged in the operation and maintenance of the water plant(s), wellfields, repump facilities, and laboratories.
Monitors local, state and federal regulations regarding changes in procedures or personnel required to maintain regulatory compliance.
Prepares surveys and analytical reports on plant operations, maintenance, and processes. Make recommendations for alterations and additions to existing procedures and methods.
Prepares and administers the annual Personnel, O&M, and Capital Budgets as well as the projected 5 year Capital Improvement Plan for the department.
Assists in design and specification writing for plant expansion, equipment replacement, and rehabilitation.
Assists in planning and scheduling complex construction projects.
Administers DOH certified drinking water microbiology laboratory.
Administers the bacteriological monitoring program of the Water Distribution System per State of Florida rules/regulations.
Administers the operations and maintenance of drinking water supply wells including the recordkeeping and rehabilitation of such.
Maintains records and prepares reports to South Florida Water Management District with respect to Surficial and Floridan Aquifer wellfields, saltwater intrusion program (SWIMM), and Consumptive Use permit.
Responsible for ensuring that Federal and State rules/regulations are adhered to with respect to the overall operations and maintenance of drinking water supply wells, raw water collection system, treatment plant, storage, and repump facilities.
Selects, counsels, disciplines, and trains WR department employees.
Serves on various advisory committees, as designated.
Coordinates divisional activities with other divisions/departments.

HEALTH INSURANCE: Effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays most of employee premium and 71% of the dependent premium.
DENTAL INSURANCE - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium and 60% of the dependent premium.
VISION - Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium eye care coverage for employees and a portion for their family members, including eye exams, glasses, contact lenses, etc.
LIFE INSURANCE - TERM (EMPLOYEES ONLY) - Life insurance and accidental death and dismemberment policy equal to 1x employee's annual salary. Employees may also purchase, on a voluntary basis, additional life insurance through payroll deduction in $10,000 increments up to $100,000.
LONG TERM DISABILITY - Employees out for more than 90 days due to a disabling injury or illness will receive 60% of wage, up to $4,500 per month.
