Scope of Work

SCOPE OF WORK:
Responsible for the overall management, strategic direction, and operational performance of the Water Reclamation Facility (WRF) and Effluent Water Disposal Farms divisions within the City's Utilities Department. This includes oversight of the City's Water Reclamation Facility, the Sludge Disposal Plant Farm, and the Spraberry Effluent Disposal Farm. Ensures regulatory compliance, process efficiency, and continuous improvement in all treatment and disposal operations. Reports directly to the Director of Utilities and provides leadership to supervisory and technical staff across multiple operational sites.

BUDGETARY RESPONSIBILITIES
Develops and administers the division's annual operating and capital budgets. Monitors and tracks expenditures throughout the fiscal year, forecasts operational needs, and recommends resource allocations to support efficient, safe, and compliant plant operations.r submission to the Utilities Director. Monitors and tracks all expenditures during the fiscal year.
Essential Job Duties

  • ESSENTIAL JOB DUTIES
    • Manages and provides oversight of operations for the Wastewater Treatment and Effluent Disposal Farms divisions of the City of Midland.
    • Ensures compliance with all applicable regulations of the State of Texas and the U.S. Environmental Protection Agency.
    • Develops and implements strategic and operational plans to enhance facility reliability, safety, and regulatory performance.
    • Prepares specifications and supervises the procurement of materials, services, and equipment.
    • Leads workforce development initiatives, including employee training, certification, scheduling, and succession planning.
    • Prepares and submits periodic and annual compliance and regulatory reports to State agencies and the Utilities Director.
    • Collaborates with Engineering and Environmental Compliance divisions on capital improvements, system upgrades, and process optimization.
    • Provides technical and operational input during design, construction, and commissioning of major capital projects and equipment replacements.
    • Conducts performance evaluations and ensures consistent adherence to City policies and safety standards.
    • Performs related duties as assigned to support the Utilities Department's strategic objectives.

Physical and Environmental Conditions

PHYSICAL AND ENVIRONMENTAL CONDITIONS
Ability to sit, stand, and transport self around plant and field sites. Must be able to drive a vehicle to and from work locations, including irrigation and disposal fields. May be exposed to seasonal temperatures, noise, mechanical, chemical, and electrical hazards, as well as bio-waste and communicable diseases inherent to wastewater treatment operations.
Required Qualifications

REQUIRED QUALIFICATIONS
Knowledge, Abilities, and Skills
- Advanced knowledge of wastewater treatment plant operations, including primary treatment, anaerobic sludge digestion, and effluent reuse or disposal.
- Understanding of chemistry, biology, mechanical and electrical systems, and process optimization.
- Demonstrated leadership in managing multidisciplinary teams within a municipal or utility environment.
- Knowledge of asset management principles, SCADA-based operations, and data-driven performance management.
- Strong analytical, budgeting, and decision-making skills.
- Excellent communication, public relations, and report-writing abilities.
- Ability to evaluate operational activities, identify areas for improvement, and implement effective solutions.
Minimum Education, Experience, and Certification
- High school diploma or GED required.
- Associate's or Bachelor's degree in Environmental Science, Chemistry, Biology, or Management preferred.
- Must possess and maintain a valid Class "A" Wastewater Treatment license issued by the State of Texas.
- Minimum of five (5) years of progressive management experience in a wastewater utility or related field required.
- Valid Texas Driver's License required.
