Full Job Description
The Vice President / Chief Technology Officer (VP/CTO) is an executive leadership role responsible for the organization's enterprise technology strategy, architecture, infrastructure, and operations, enabling Premier Health's digital health transformation ambitions. Reporting to the Chief Digital Information Officer (CDIO), this individual identifies key emerging trends and technologies, evolves the architecture to support new and emerging technologies, modernizes the infrastructure, and ensures the reliable, secure, and efficient operation of all technology platforms and services supporting business, clinical, and operational objectives.

The VP/CTO acts as both a technology visionary and an operational leader, balancing long-term digital transformation initiatives with day-to-day technology service delivery. This individual provides leadership to enterprise architects, senior product managers, technology specialists, and professionals across Technology Infrastructure, Technology Operations Management, and IT Service Management (ITSM). As a member of the Senior Digital Health and Technology Leadership team, the VP/CTO drives technology innovation, transformation, and technical operations; leads Agile/DevOps teams; leads cloud transformation; and partners with clinical, business, and informatics leaders to ensure technology solutions meet end-user needs and support a modern, patient-centered, high-performing health system.
Scope/Span of Control:

Enterprise-wide accountability for technology strategy, architecture, infrastructure, technology operations, service desk/desktop support, and IT service management across all Premier Health facilities and lines of business. Key areas of responsibility include but are not limited to: multi-site technology operations, hosting (including data center, co-location and cloud), all LAN and WAN network services, server and storge strategy and operations, desktop engineering and service delivery, service desk operations and IT Service Management (ITSM) standards and strategy for the department.

Experience

Prior Specific Functional Responsibilities: Innovation, Entrepreneurship, Operations Leadership, IT Leadership, Digital Leadership, Infrastructure/Technology Operations Management, Service Desk/Desktop Support, IT Service Management (ITSM)

Preferred Experience: Healthcare or hospital/ambulatory experience; Digital Leadership or IT Leadership; leading multi-site technology operations, service desk, and desktop support teams across a distributed facility footprint

Other Experience Requirements: Proven leadership of successful transformation initiatives; deep experience managing enterprise infrastructure and disaster recovery programs, and partnering closely with cybersecurity/security leadership on secure technology operations; experience standing up or maturing an IT Service Management (ITSM) practice and associated tooling; understanding of core business and clinical processes and their associated technology solutions; strong written and verbal communication and executive presentation skills; change management; Lean or Six Sigma experience; vendor contract negotiation; and critical problem-solving and design
Knowledge/Skills
• Understands the business and technical impact of emerging technologies and the issues involved in their adoption; no longer needs to be a hands-on practitioner.
• Strong business acumen, customer experience, communication, and relationship-building skills.
• Strategic and architectural thinker able to translate business and clinical objectives into actionable technology plans.
• Strong architectural understanding of compute and compute hosting strategies, data center management, networking, service desk leadership, and desktop engineering and support.
• Working knowledge of IT service management and governance frameworks (ITIL) and enterprise project management practices.
• Sound understanding of cybersecurity risk and best practices; able to partner effectively with the Director, Information Security and Privacy (CISO) and other security, compliance, and risk leadership to ensure technology solutions are secure by design.
• Working knowledge of healthcare interoperability standards and data exchange requirements (e.g., FHIR-based APIs, TEFCA) and their implications for enterprise architecture.
• Understanding of responsible AI adoption and governance, including data quality, model oversight, and clinical safety considerations.
• Strong functional understanding of the organization's core clinical and business applications and their interdependencies with the technology infrastructure and operations this role owns, most importantly the EHR, ERP, interface engine, and enterprise imaging solution.
• Excellent executive presentation, written, and verbal communication skills; able to build consensus across clinical, business, and technology stakeholders.
• Ability to lead and motivate distributed, cross-functional teams in a fast-paced, mission-driven healthcare environment.
