The anticipated hiring range for this position will be $64,104.00 to $82,614.00, based on the candidate's qualifications and experience.WHO WE ARE LOOKING FORThe Board of Elections is seeking to fill the Voter Registration Specialist Lead within the Voter Services Division. We are looking for a detail driven, analytical, and highly organized professional who is committed to accuracy, public service, and the integrity of the voter registration process. The ideal candidate thrives in a fast-paced environment and has the ability to address issues and implement appropriate solutions in accordance with legal requirements and established practice and procedures. They are comfortable working with complex data from multiple state and federal sources, demonstrating strong analytical skills and attention to detail. Additionally, they possess excellent communication abilities to convey findings effectively to stakeholders and collaborate across teams. The candidate will evaluate records, research data and use sound judgment in application of relevant policies, and maintain meticulous documentation to support statutory compliance and audit readiness. The selected candidate will escalate challenging issues to senior staff. Because this role supports several voter services responsibilities such as list maintenance, call center coordination, data processing, provisional ballot review, petition processing, and training, The candidate should bring strong multitasking skills and a collaborative mindset.
The candidate will report directly to the Voter Services Division Manager, while taking direction from the Voter Registration Program Manager.
What You'll Be DoingAs the Voter Registration Specialist, you will be supporting the Voter Registration Section; you will have a key role in ensuring the accuracy, compliance, and efficient maintenance of Montgomery County's voter registration records and related election processes. Your responsibilities will span several core functional areas:
Voter Registration Records' Updates Evaluate data/records to determine the correct course of action-based on legal requirements and established practices and procedures. Review, and process complex data files received from authorized partners such as ERIC (Electronic Registration Information Center), the Department of Health, and the Administrative Office of the Courts. You will assist the Program Manager with monitoring assignments and deadlines, perform audits, maintain logs and documentation, and apply legal standards to determine appropriate procedural actions.
Data Processing, Provisional Ballots, and PetitionsManually review, and process assigned voter registration transactions, record updates, and jurisdictional changes. Voter Registration Specialist will coordinate with staff to reconcile voter information from provisional ballots and petition submissions, and document findings for audit and supervisory review. During peak election cycles, you will assist in organizing and processing high volume of data to meet statutory deadlines.
Temporary Staff SupportAssist Program Manager in creating training materials, checklists, and reference guides for temporary part-time personnel. You will orient temporary staff on voter registration procedures, answer questions, clarify workflows, verify work quality, and escalate issues as needed.
Call Center SupportHelp coordinate call center staffing during active election periods, prepare updated scripts and reference materials, track voter inquiries, and escalate calls to senior staff as deemed necessary.
Across all duties, you will help maintain accurate documentation, support ongoing quality assurance, and contribute to a transparent, legally compliant, and trusted voter registration process.
Other duties as assigned include:
- Proofing and verification activities: sample ballot, ballot styles and applications.
- Archiving of election materials after an election
- Preparing forms and supplies for the election
BACKGROUND CHECK PROTOCOL: This position requires completion and passing of a Background check.
Please note that you must be a Maryland registered voter by time of hire. Minimum Qualifications Experience: One (1) year of professional experience in election administration
Education: Graduation from an accredited college or university with a bachelor's degree.
Equivalency: An equivalent combination of education and experience may be substituted.
Medical exam protocol: This position requires completion of a pre-employment medical history form to assess your ability to safely perform the essential duties of the role.
License: Possession of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence when required for job-related duties.
Preferred Criteria, Interview PreferencesAll Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Applicants who meet the minimum qualifications will be rated "Qualified," placed on the Referred List, and may be considered for an interview. Preference for interviews will be given to applicants with experience in the following:
- Experience reviewing, reconciling, and analyzing data or data from multiple sources.
- Had to apply laws, regulations, policies, or established procedures to help resolve issues.
- Experience leading, training, coordinating, or reviewing the work of other staff.
- Experience managing multiple priorities and high volumes of work, meeting strict deadlines.
