About this Role
PAR Electrical Contractors, a Quanta Services company, is looking for a Vice President of Fleet Operations to lead the strategy and performance of our equipment fleet supporting electrical transmission, distribution, and storm-response work nationwide. The Vice President, Fleet Operations owns the strategy, financial performance, and day-to-day operations of PAR Electrical Contractors' equipment fleet - including line trucks, digger derricks, specialty transmission and distribution equipment, pickup trucks, and rental equipment supporting active construction and storm-response work across all divisions and regions. This role is accountable for fleet P&L, equipment billing recovery, rental spend governance, safety and compliance, vendor and procurement relationships, and the team that keeps crews equipped and productive in the field. The VP represents Fleet Operations in PAR's executive leadership forums and partners closely with Finance, Operations, Safety, and Human Resources to align the fleet organization with company-wide financial and strategic goals.
What You'll Do
Fleet Strategy & Financial Performance
• Own the P&L for PAR's equipment fleet, including capital planning, utilization, and disposition decisions across all operating divisions.
• Lead the annual business plan (ABP) forecast and budget presentation for fleet and equipment spend to executive leadership.
• Drive equipment billing recovery by closing the gap between bid-hour assumptions and actual field equipment hours, targeting multiple millions of dollars in annual recovered margin.
• Own PAR's monthly rental recovery plan, tracking progress against enterprise cost-reduction targets.
Rental & Asset Governance
• Conduct ongoing governance reviews of equipment rentals across all active jobsites, monitoring overstays, unauthorized rentals, budget-proximity alerts, idle equipment, and spending spikes.
• Partner with regional operations leaders and third-party rental/leasing vendors to right-size fleet mix and control cost.
• Oversee equipment procurement cycles (pickup trucks, digger derricks, drills, and specialty distribution/transmission equipment) in coordination with Operations and Finance.
Work Order & Systems Management
• Oversee enterprise work order performance (E360) across divisions, driving down aged and red-tag work orders and improving average days-to-close.
• Champion adoption of fleet data and tracking systems (e.g., HCSS) to improve visibility into hours, utilization, and cost recovery.
• Evaluate and pilot new fleet technology and safety devices (e.g., hitch-monitoring safety systems) ahead of broader rollout.
Leadership & Talent
• Manage the Director of Fleet Operations and regional fleet leaders; build organizational depth and bench strength across the fleet function.
• Lead succession planning and high-potential talent development for the fleet organization.
• Own fleet workforce/manpower forecasting in partnership with regional leadership and HR.
Cross-Functional & Executive Engagement
• Participate in PAR's bi-weekly corporate leadership calls, reporting fleet subgoal progress against enterprise Marginal Excellence and operational-improvement charters.
• Represent fleet priorities in the Executive Focus & Priorities process and other executive leadership initiatives.
• Partner with Safety on storm-response readiness and fleet-related safety policy (e.g., COSMS and storm response guidance).
What You'll Bring
Bachelor's degree in business, supply chain, construction management, engineering, or a related field; equivalent experience will be considered in lieu of a degree.
• 10+ years of progressive experience in fleet, equipment, or asset management, ideally within electrical utility, line construction, heavy civil, or related infrastructure contracting.
• Demonstrated ownership of a large, multi-region equipment fleet P&L, including capital planning and cost-recovery programs.
• Experience with fleet/equipment and work-order systems such as HCSS and E360, or comparable platforms.
• Strong financial acumen - budgeting, forecasting, margin recovery, and vendor/contract negotiation.
• Proven people-leadership experience, including managing managers and building succession pipelines.
• Executive-level communication skills, with experience presenting to senior leadership and cross-functional stakeholders.
• Willingness to travel regularly across PAR's operating regions, including to storm-response locations as needed.
