Position DescriptionDevoted to providing locating of City water, sewer, and storm sewer systems in response to requests through the NC811 system as well as requests through Environmental & Street Services. Decision-making involves the coordination of assignments and processes at the highest level of standard operating tasks, including providing direction to lower level staff in the execution of operational tasks and review and verification of work.
Responsible for performing a variety of locating duties such as researching records, compiling data, and computing data shown on maps; scheduling locate work assignments; directing a locating crew in determining locations of the City's water, sewer, and storm sewer lines. Knowledge of understanding property lines, boundaries, easements, right-of-way, topographic locations and elevations is required; overseeing the production of locate data including reviewing budgets and work plans; training staff in equipment and software operation and standard locate procedures; conducting quality control; reviewing field notes; editing data; and overseeing the care, calibration and transport of locating equipment.
Duties/Responsibilities - Supervises locating operations, to include utilization of ticket management system for reviewing, prioritizing, assigning, tracking and documenting locate requests, managing budgets and work plans, coordinating with residents, and other City staff and external agencies; and maintains inventories and ensures adequate supply of equipment.
- Oversees the production of locating data; directs a locating crew in determining locations of the City's water, sewer, and storm sewer lines; and monitors operations related to the care, calibration, and transportation of equipment.
- Trains staff in equipment and software operation, and standard locate procedures; conducts quality control duties; and ensures that all operations comply with applicable policies and procedures.
- Prepares and maintains reports and records, and reviews field notes and other staff reports and documentation; compiles, edits, and verifies data, for accuracy and compliance with applicable policies and procedures.
- Performs a variety of locating duties such as researching records, compiling data, and computing data shown on maps.
- Incumbents supervise paraprofessional and/or support staff, to include conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
- Participates in the Utility Locate Program's rotating on-call schedule, including after-hours, weekend and holiday coverage.
Minimum Qualifications & Experience - High School Diploma or equivalent (GED, HiSet, TASC).
- Six years of professional surveying or locating experience depending upon assignment.
- A valid North Carolina Class C Driver's license with a satisfactory driving record obtained within a time frame established by the City.
Additional Preferred Skills - Three years of experience in locating work in Durham preferred.
- Experience with an electronic utility-locate ticket management system.
