Full Job Description
cFocus Software seeks a Program Manager to join our program supporting the United States Air Force (USAF). This position is on-site in Linthicum Heights, MD. This position requires an Active TS/SCI clearance.
Qualifications:
  • Active TS/SCI clearance
  • B.S. Computer Science, Information Technology, or a related field
  • Active PMP certification
  • 10+ years of experience managing a project, or program of similar size and complexity to this PWS.
  • 5+ years of experience overseeing and determining manpower requirements for projects similar in size and complexity to this PWS, consisting of a diversity of technical skill sets and labor categories.
  • 5+ years performing financial and performance monitoring of contracts (e.g., performance metrics).

Duties:
  • Provide day-to-day leadership, direction, administration, quality control, and oversight for contractor and subcontractor personnel across all PWS tasks; align IT and cybersecurity programs with the DC3 mission and strategic goals.
  • Establish program governance, evaluate feasibility, manage the full program lifecycle, and track personnel, cost, infrastructure, milestones, dependencies, and surge capacity.
  • Develop and maintain the Program Management Plan and Stakeholder Communication Plan; document management methods, task SOPs, staffing matrix, organizational chart, risk controls, operating procedures, and communication rules; work from the latest Government-approved plan.
  • Develop and maintain a Risk Management Plan that identifies, assesses, prioritizes, tracks, mitigates, and reports risks, including recovery plans and timely Government escalation.
  • Facilitate Government and contractor communication, document requirements and activities for continuous Government review, and submit Problem Notification Reports for technical, personnel, or managerial problems.
  • Schedule and lead the contract kickoff within the required period; provide the agenda for Government review, address staffing, transition, security, communications, and travel processes, and record meeting minutes and action items.
  • Prepare and present the monthly status report covering task progress, corrective actions, staffing and organizational changes, Government actions, baseline schedules and forecasts, travel, and other required contract information.
  • Oversee Government-furnished property accountability and asset management under the applicable contract and Air Force property requirements.
  • Track completion of Government-required training and DoD 8140 workforce qualifications; verify required baseline certifications before privileged or administrative access and maintain the certified Cyber Workforce Roster.
  • Maintain stable staffing and manage key personnel changes under the PWS, including workforce continuity, vacancy controls, and qualification documentation.
  • Direct transition-in to full contractor performance within the PWS schedule; prepare, maintain, and execute transition-out plans and coordinate knowledge transfer with the Government and incoming contractor.
  • Support Government financial and business processes, monitor contract performance and resource constraints, make decisions on behalf of the contractor, and alert the Government proactively to emerging contractual or programmatic issues.
