The University of North Carolina at Greensboro (UNCG) is seeking its next Director of Financial Planning and Budgets. The Director provides strategic leadership for the University's comprehensive budget development, financial planning, forecasting, and analytical functions. As a key leader within the Division of Finance and Administration, the Director oversees complex budget processes and guides the development of financial reports, projections, scenario analyses, and other data-driven insights that support institutional priorities and informed decision-making.

Reporting to the Associate Vice Chancellor for Finance, the Director leads a team responsible for budget planning and administration and works closely with senior leadership and campus partners, including Vice Chancellors, Deans, Department Heads, and Directors. The position also maintains direct communication with the UNC System Office and the North Carolina Office of State Budget and Management. Key areas of responsibility include financial planning and projections, budget administration and reporting, carryforwards and special allocations, reversion planning, debt-related matters, campus training, and the continued improvement of University budget processes.

Aboutthe RoleEnterprise Financial Strategy
- Lead annual, multi-year, and long-range financial planning aligned with institutional priorities, the Strategic Plan, and fiscal sustainability.
- Evaluate financial impacts of strategic initiatives and identify financial risks, opportunities, and sustainability strategies.
- Develop financial sustainability strategies and recommend risk mitigation and funding solutions.

Financial Planning & Analysis
- Direct development and administration of the University's annual operating and all-funds budgets, including planning, assumptions, allocations, and recommendations.
- Develop forecasts for enrollment, tuition, personnel, benefits, State appropriations, and other key financial drivers.
- Lead financial modeling, scenario analysis, analytics, dashboards, and reporting to identify trends, opportunities, efficiencies, and emerging financial challenges.
- Oversee budget administration, position budgeting, salary and vacancy projections, and year-end closeout.
- Monitor financial performance against budget and forecast and recommend corrective actions.
- Oversee dashboards, financial reporting, budget data integrity, and enterprise planning systems, including Anaplan.

Strategic Resource Allocation
- Develop funding allocation models and guide recurring and one-time investments, State appropriations, tuition revenue, reserves, carryforwards, and contingency funding.
- Support capital planning, debt affordability analysis, and evaluation of strategic investments and operational efficiencies.
- Evaluate funding requests, resource utilization, and return on investment for strategic initiatives.

Executive Decision Support
- Serve as a key financial advisor to University leadership, providing executive-level analyses, forecasts, presentations, and recommendations.
- Represent the University with the UNC System Office, OSBM, Office of State Controller, and other State agencies.

Business Transformation & Innovation
- Modernize financial planning and budgeting through process improvement, technology, analytics, automation, AI, and enterprise planning systems, including Anaplan.

Organizational Leadership
- Lead the Office of Financial Planning and Budgets, including daily operations, staff supervision and development, and departmental priorities.
- Build collaborative campus partnerships while maintaining effective internal controls, compliance, and responsible stewardship of University resources.

Minimum Educationand Experience- Master's degree and five or more years of relevant experience; or
- Bachelor's degree with at least one to two years of supervisory experience and five or more years of relevant experience.

Preferred Education and Experience-Master's degree in business administration, public administration, or a related field, with prior supervisory experience in a complex operational environment.
- Demonstrated proficiency with ERP systems, preferably Banner by Ellucian, along with strong analytical skills, attention to detail, and the ability to communicate effectively in both written and verbal formats with leadership, colleagues across campus, and external partners at the state level.
- Experience in university or community college budget and financial administration, preferably within North Carolina public higher education. Eight or more years of public-sector financial administration experience is desired, including at least three years within the North Carolina community college or university system.
- Commitment to inclusive leadership, the ability to set and achieve goals, and the capacity to work collaboratively with a cross-functional team are essential.
