POSITION TITLE: Director of Facilities - Maintenance & Grounds

EJ - ($93,100 - $148,800 Annually)

STATUS: Full Time (Untenured)

GENERAL DESCRIPTION:

The Director of Facilities - Maintenance & Grounds shall be responsible for the general administration, management, coordination, and supervision of the day-to-day activities for the general maintenance, grounds and playing field operations in all venues managed by the Authority, including Raymond James Stadium, Hillsborough County Tournament SportsPlex, Fowler Field House, TSA managed golf courses, along with potential other future venues.

The Director of Facilities - Maintenance & Grounds will be responsible for overall planning, organizing, controlling, and monitoring of the facility operations to ensure the maintenance and improvement of the overall safety, appearance and integrity of the facilities, building structure(s), playing field(s) and exterior grounds to provide a superior experience to the tenants, clients, and guests of all Authority venues.

In addition, the Director of Facilities - Maintenance & Grounds shall be responsible for assisting in the development and implementation of administrative policies and procedures designed to promote efficiency of operation and quality of service within the facility services department.

POSITION REPORTS DIRECTLY TO: Vice President of Facility Services

JOB RESPONSIBILITIES:
  1. Develop and implement long-term and day-to-day operational policies and procedures for the maintenance and grounds departments and provide overall administrative supervision, coordination, planning, and organization of work assignments for the maintenance and grounds staff and all contracted maintenance service contractors to ensure all Authority venues are well maintained at all times.
  2. Responsible for the management, coordination and supervision of the activities and long-term planning for the maintenance and grounds departments including a staff of between 20-25 consisting of managers, coordinators, facilities specialists, and assistant facilities specialists.
  3. Oversee and participate in the interviewing, hiring, training, coaching and development of all maintenance and grounds staff in accordance with established guidelines and procedures. Ensure the development, ongoing improvement, and implementation of formalized training and education programs for the maintenance and grounds department.
  4. Responsible for the management of the building & structures for Raymond James Stadium and other venues: roofs, floors, elevators, escalators, seating, furniture & fixtures, plumbing, and painting. Maintain, plan, develop, implement, and continually improve routine maintenance practices, policies, and procedures to ensure effective long-term preservation and improvement of the stadium and related systems.
  5. Conduct regular facility inspections to review facility, grounds, equipment, personnel, general activity and share findings and observations with other departmental managers or coordinators to assist in maintaining a superior level of facility function, efficiency, and review and recommend equipment needs, supplies and materials required to provide services to the Authority and their clients.
  6. Develop, implement, and oversee an effective automated preventive maintenance program; ensure department compliance and maintenance of equipment/systems database.
  7. Coordinates, maintains, and acts as a liaison with outside organizations, vendors, other governmental departments, private firms and clients and operational service contractors, to include, but not limited to, irrigation, turf, painting, environmental agencies, DOT, pest and weed control, equipment rental, construction services and other misc. trades who frequently service the facility and events.
  8. Provide planning, analysis and oversight for facility remodeling projects, construction, and/or expansion projects in conjunction with VP of Facility Services & Capital Project Managers. Develop and maintain accurate records, logs and reports for the department operation including management of the facility architectural plans ensuring compliance with all applicable policies, codes, laws, and best practices. Assist in developing the annual capital improvement budget for Raymond James Stadium and other venues.
  9. Develop, maintain, coordinate, and act as liaison with tenants, outside organizations, contractors, vendors, county/city departments, code officials, and private firms to facilitate communication and coordination with operations related to internal planning. Tenants and/or contractors include but are not limited to the following: Tampa Bay Buccaneers, University of South Florida, ReliaQuest Bowl, Gasparilla Bowl, Monster Jam, and the Stadium Food and Beverage Contractor. Participate in tenant, client and contractor meetings as required to ensure operational concerns and needs are met. Work effectively with all Authority tenants ensuring compliance with applicable agreements while promoting positive tenant relations.
  10. Oversee department-specific budget meetings and provide expense projections for the facility services department. Monitor the facility operations budget including verification of proper coding of departmental purchases to ensure accurate accounting and provide sufficient data for planning. Oversee purchasing procedures within the department to ensure compliance with Authority Enabling Act and purchasing guidelines. Develop, review, and submit timely and accurate bid specifications for equipment and services in the facility services department.
  11. Seek out, develop, and maintain participation in industry related associations and trade shows to keep abreast of innovations and improvements in procedures and practices within the industry; apply this knowledge in improvements to the delivery of services and reductions in operating expenses.
  12. Provide leadership on continuous improvement and team building efforts. Participate in employee committees and staff meetings emphasizing team management, high morale, and quality service to Authority customers. Conduct and maintain performance evaluation and professional development programs for subordinate personnel. Counsel subordinate personnel as required to manage personnel issues. Conduct internal investigations as required by any on-going disciplinary process and recommend and/or administer discipline as required.
  13. Provide a safe environment free of harassment for department employees and ensure compliance with all applicable OSHA standards and local, state, and federal laws including the American with Disabilities Act.
  14. Schedule, plan and conduct regular staff meetings with department employees to share relevant information and promote feedback relating to methods to improve service to internal and external customers and to ensure smooth coordination of department activities. Participate in monthly Authority staff meetings.
  15. Conduct regular inspections to review all facilities, equipment, personnel, general activity and share findings and observations with department managers and staff to assist in maintaining a superior level of function, polish, and efficiency at Raymond James Stadium. Review and recommend equipment, materials and services required to provide and improve service to clients and guests in all facilities.
  16. Use computer terminal to enter and retrieve information and prepare reports on departmental activity. Oversee the creation and maintenance of the facility operations department filing system and records to ensure that required documentation, event details, licensing, and accurate event billing have been reviewed and filed.

17. Perform other duties, functions, special projects, and responsibilities, as assigned

general requirements:
  1. The Director of Facilities - Maintenance & Grounds shall be knowledgeable in all administrative, financial, and operational rules, procedures, and programs of the Authority. Knowledge of principles and techniques used in the successful facility management of a world class professional football stadium, recreational sports venues, and golf courses.
  2. Position must have a deep understanding of building structural & plumbing operations, along with knowledge of ADA compliance, OSHA regulations, and local/state building codes.
  3. Position requires irregular schedules, including evenings, weekends, and holidays; the performance of work assignments may not be directly related to job specifications. Adjustments of shifts, overtime, breaks, etc. may be required upon short notice.
  4. Monitor work activities of all contract vendor services required. Ensure accuracy of contract billings and tenant payments.
  5. Develop and maintain accurate records, logs and reports for the department and the facility.
  6. Position requires the ability to interact with tenants, fellow employees, clients, contractors, the general public and outside vendors in a courteous, cooperative, and professional manner.
  7. Maintain a high public image, positive attitude and demeanor when performing a service for customers and the general public in the facilities.


MINIMUM QUALIFICATIONS:
  1. Graduation from an accredited four-year college or university with a degree in industrial technology, engineering, architecture, sports management, business administration, or related field. Management experience in event and or venue management, or maintenance fields may be substituted at the rate of 2 years' experience for each year of college.
  2. 5 to 7 years progressive facilities operations experience. Experience in a sport's/entertainment venue such as a stadium, arena or large-scale public assembly venue is strongly preferred.
  3. Must have an ornamental and turf spray license and maintain at all times.
  4. Ability to demonstrate thorough knowledge of grounds keeping, landscaping, maintenance practices, landscaping equipment, systems, and services such as irrigation, and chemical mixing derived from a large public venue.
  5. Must have a thorough knowledge of computer systems, Microsoft Word & Excel, and demonstrated ability to use business application software.
  6. Ability to demonstrate excellent oral and written communication skills in the English language.
  7. Ability to read and understand blueprints.
  8. Working knowledge of and familiarization with CMMS Systems.
  9. Ability to stand or walk for long periods of time.
