Summary
The Transportation Strategic Advisor will provide leadership and strategic direction on regional multimodal transportation projects and projects that occur within or impact the City of Issaquah. This position acts as the City's primary point of contact for Washington State Department of Transportation (WSDOT), Sound Transit, King County Transit and other regional jurisdictions. You will coordinate the flow of information across City departments, support interdepartmental collaboration, and facilitate the resolution of complex, multi- agency issues.
Reporting directly to the City Administrator and serving as a key advisor to the Mayor on transportation matters, this position represents the City in multi-jurisdictional forums on high-profile regional transportation initiatives, polices and capital projects. The Transportation Strategic Advisor will play a central role in advancing the City's goals for mobility, safety, and operations by cultivating strong partnerships with local and regional partners.

Essential Functions

• Manages intergovernmental relations activities related to regional transportation. Serves as a point of coordination on regional transportation, including WSDOT, Sound Transit, King County Transit and other regional justifications.
• Coordinate with internal and external partners and represent the City of Issaquah in negotiations and coordination of intergovernmental transportation issues and projects, including participation in regional meetings on the City's behalf.
• Prepare, coordinate or oversee preparation and presentation of technical analysis for regional projects to City staff, City Council, Transportation Advisory Board, and regional transportation partners.
• Manages complex projects as assigned. Serves as project manager by developing works plans, schedules and budgets; and ensures implementation of proposed solutions.
• Represents the City by making presentations to City Officials, partner agencies or organizations, the public, clearly explaining technical elements, project priorities and funding needs.
• Responsible for selecting and managing consultants, including negotiating agreements, monitoring progress and budget and conducting technical review of all deliverables.
• Provides analysis of current and future transportation demand by evaluating level of services studies and high-level transportation modeling.

• Analyzes transportation systems and policies; identifies problems and potential solutions; evaluates alternatives; recommends policies, plans and projects; prepares reports of findings; and ensures implementation of proposed solutions.

• Supports the Transportation Advisory Board; serves as a staff representative.
• Responds to inquiries from the Transportation Advisory Board, City staff and the community ; explains policies and/or analyzes and investigates issues

Qualifications
EDUCATION, EXPERIENCE AND OTHER REQUIREMENTS

• Bachelor's degree in civil engineering, urban planning (with emphasis on transportation planning), or construction management, or other field related to transportation planning, policy, engineering, and/or construction.
• 4 years increasingly responsible experience in transportation engineering, planning, policy development and/or project management within a local government context.
• Valid WA State driver's license with a driving record that meets City standards.
• Or any combination of training and experience that would provide the desired knowledge, skills, and abilities.

Work Environment

Work is performed primarily indoors requiring sitting for long periods of time and operating a computer and other office equipment. Work can involve repetitive motions of the hands, wrists, and arms. Work occasionally involves driving to other locations for site visits or meetings. May require occasional lifting of up to 30 pounds. Duties include attending night and weekend meetings.

• Transportation engineering, design and construction.
• Principles, practices, regulations, and techniques in civil engineering, urban planning, transportation planning and construction, and public policy.
• Federal, State, and local government laws, regulations, policies, and plans, including their development and adoption.

• Tracking, collecting, and analyzing transportation and demographics data.
• Methods and techniques of effective technical report preparation and presentation.
• Methods and techniques of community involvement and developing consensus with various partners.
• Thorough knowledge of cost analysis, forecasting and local government budgeting
• Knowledge and experience in public policy development and interpretation.

Skilled in:

• Written and verbal communication; including making presentations to elected officials, community groups, other agencies and justifications and internal staff.
• Facilitation and negotiation skills.
• Project advocacy and promotion.
• Using computer and applicable software programs.
