Description of Job
The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably priced services consistent with the economic, environmental, and social values of our state.
The Transportation Section at the Commission regulates for-hire intrastate transportation operations in the State of Colorado. The different transportation industries regulated by the Commission include common carriers, contract carriers, limited regulation carriers (including luxury limousines), towing carriers, household goods movers, Transportation Network Companies (TNCs), Large-Market Taxicab Services (LMTs), and vehicle immobilization companies. Regulatory functions include ensuring proper permitting and financial responsibility (i.e., insurance), processing requests for operating authority, safety and enforcement, and other miscellaneous regulatory responsibilities.
Position: SGA 5143
The Transportation Section Manager position is responsible for the management and supervision of the Transportation Section. The position is the Commission's principal source of expertise regarding all matters concerning the application of state law and Commission rules, relative to the governance of numerous categories of transportation operating within the State of Colorado. The position is responsible for the management of three (3) separate work units with distinct responsibilities, including Rates & Authorities, Investigations & Compliance, and Transportation Customer Care. The position develops, formulates, and recommends transportation-related policies and regulatory objectives. The position represents the Commission on committees, task forces, outreach campaigns, training seminars, etc. The position supervises unit managers responsible for safety, economic, and authority oversight of passenger carriers, towing carriers, household goods movers, TNCs, and vehicle immobilization companies.
Duties include, but are not limited to:

  • Providing decision and policy makers with guidance on transportation regulations, as they pertain to real-world situations;
  • Training staff members to be efficient, competent, and successful in the tasks assigned;
  • Evaluating and prioritizing special projects that affect the Transportation Section's day-to-day business practices and operations;
  • Utilizing all available resources to accomplish the work for the transportation programs and ensuring efficient, consistent, and timely administration/management of the work units;
  • Monitoring and tracking program efficiency regarding inspections and investigations, permitting and licensing, and other regulatory functions related to passenger carriers (e.g., common, contract, limited regulation, LMT), towing carriers, household goods movers, TNCs, and vehicle immobilization companies.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS (MQs):
There are two ways to qualify for this position: 1) Experience OR 2) A Combination of Education and Experience
Option 1: Experience

  • Ten (10) years of progressively responsible, professional* experience working in the public sector performing the following:
    • Operational management and leadership, including ensuring follow-through of existing procedures, managing resource needs, and planning across program areas while ensuring compliance with statutes, rules, and policies; AND/OR
    • Strategic planning: assisting executive leadership with the development and implementation of organizational strategic plans;
    • Policy and/or rulemaking experience, including participating in gathering information, conducting extensive research, monitoring, reviewing, and interpreting policies, rules, and regulations to determine organizational or social impact.
  • Of the ten (10) years of professional* experience, two (2) years must include the following:
    • Formal** supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.


Option 2: A Combination of Education AND Experience

  • Associate's Degree and Experience: Graduation from an accredited college or university with an associate's degree in business, business administration, communications, finance, public administration, public policy, or a field of study related to the work assignment; AND
  • Eight (8) years of progressively responsible, professional* experience working in the public sector performing the following:
    • Operational management and leadership, including ensuring follow-through of existing procedures, managing resource needs, and planning across program areas while ensuring compliance with statutes, rules, and policies; AND/OR
    • Strategic planning: assisting executive leadership with the development and implementation of organizational strategic plans;
    • Policy and/or rulemaking experience, including participating in gathering information, conducting extensive research, monitoring, reviewing, and interpreting policies, rules, and regulations to determine organizational or social impact.
  • Of the eight (8) years of professional* experience, two (2) years must include the following:
    • Formal** supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.


OR

  • Bachelor's Degree and Experience: Graduation from an accredited college or university with a bachelor's degree in business, business administration, communications, finance, public administration, public policy, or a field of study related to the work assignment; AND
  • Six (6) years of progressively responsible, professional* experience working in the public sector performing the following:
    • Operational management and leadership, including ensuring follow-through of existing procedures, managing resource needs, and planning across program areas while ensuring compliance with statutes, rules, and policies; AND/OR
    • Strategic planning: assisting executive leadership with the development and implementation of organizational strategic plans;
    • Policy and/or rulemaking experience, including participating in gathering information, conducting extensive research, monitoring, reviewing, and interpreting policies, rules, and regulations to determine organizational or social impact.
  • Of the six (6) years of professional* experience, two (2) years must include the following:
    • Formal** supervisory experience over professional-level staff, including reviewing and evaluating work produced by subordinates to provide feedback and coaching when appropriate.

SUBSTITUTIONS:

**Formal supervisory experience requires accountability for the quality and quantity of work of at least three or more full-time employees of the organization; responsibility for making decisions that affect the pay, status, and/or tenure of subordinates; and authority in the hiring, performance planning and evaluation, and progressive discipline processes.
Preferred Qualifications:

  • Demonstrated process improvement and change management experience, including developing and implementing new processes, quality improvement processes, and cost-saving measures, including improving processes to minimize regulatory and/or compliance burdens;
  • Demonstrated experience working in the state or federal transportation industry (e.g., Federal Motor Carriers);
  • Demonstrated experience in developing principles and processes for providing customer service, developing customer needs assessment through the use of data and reporting, meeting quality standards for services, and evaluating customer satisfaction;
  • Demonstrated program development experience, including experience developing and monitoring a budget, and experience establishing goals, objectives, procedures, and performance expectations;
  • Demonstrated experience working in a regulatory environment or in compliance monitoring and enforcement;
  • Demonstrated experience interacting with stakeholders (e.g., legislators, Commissioners, regulated entities) to provide guidance and interpretation of the laws, policies, and/or procedures;
  • Demonstrated supervisory experience over professional-level staff, which includes managing a team, monitoring resources, overseeing staff development, and addressing and managing employee deficiencies;
  • Demonstrated experience with board and commission support.
