Job Description
Performs complex and difficult work in the Planning Department, including a leading role in land use and transportation planning, providing coordinated guidance and regulation of the growth and development of the Town, and related work as required. Work is performed under the supervision of the Planning Director. Some positions have full supervision over other professional and technical positions.

Essential Duties of the Position
The following duties are those considered most essential to the position. This does not preclude the delegation of other duties considered as necessary by management to successfully complete an assignment or project.

• Reviews plans for compliance with land use plans, ordinances, regulations and standards; coordinates with other governmental jurisdictions on transportation, long range planning, and related issues.
• Develops, coordinates, manages and recommends special and continuing plans and projects related to the growth, development and redevelopment of the Town, including budget oversight of such plans and projects.
• Coordinates with Town Transportation Planner on transportation issues toward integration of transportation and land use perspectives.
• Develops, reviews and coordinates amendments to all Town Ordinances.
• Serves as staff liaison to standing and ad hoc Town committees.
• May supervise staff employee(s) by assigning duties, conducting reviews, assisting in hiring of staff, and providing guidance to staff.
• Facilitates or participates in meetings and public hearings to explain planning proposals; assists in exploring development options with clients; and answers citizen questions concerning plans and problems.
• Prepares presentations for elected and appointed boards, residents and others as needed.

• Performs other duties as assigned.

Minimum Required Education and Experience
Bachelor's degree with coursework in planning, architecture or related field and at least 5 to 7 years of experience in public sector planning including some supervisory experience. Or a combination of training and experience that provides the required knowledge, abilities, and skills to complete the essential functions and job responsibilities of this position. Master's degree is preferred.
Possession of an appropriate driver's license valid in the State of North Carolina. AICP (American Institute of Certified Planners) Certification is desired.

This position's physical requirements involve light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to move objects, including the human body. Additionally, the following physical abilities may be required: feeling, fingering, hearing, mental acuity, reaching, speaking, standing, visual acuity, and/or walking.
