What you will be doing:

• Serves as the District Traffic Studies Engineer. Manages a team of two other safety focused staff members. Responsible for preparation of safety studies, presenting results to the District Safety Review Team, and submitting applications for ODOT safety funding. Prepares work orders for safety improvements that are performed by Highway Management staff. Updates the District Safety Annual Work Plan and ensures completion. Manages the speed zone process for the District. Serves as the District Bike & Pedestrian Coordinator. Ensures safety related customer inquiries are investigated and responded to. Reviews access permits and interchange studies

Official Position Description :

Acts as staff specialist, District Traffic Engineer, (i.e., develops engineering policies & plans projects concerned with unique or controversial problems which have significant impact on major organizational programs), &/or supervises/leads team of two or more teams/squads of lower level transportation engineers, technicians, &/or support personnel (i.e. minimum of two employees per team/squad) by assigning tasks, monitoring work progress, & evaluating the work completed on highway plans in the Planning & Engineering Department. Performs other supervisory responsibilities (i.e. completes performance evaluations, coaches staff & provides developmental opportunities, & approves leaves) for subordinate staff. Assures accurate & timely updating of management information systems as they relate to the delivery of the program (i.e. ELLIS, TMS, BMS, etc.) & assures their business rules, policies, & procedures are implemented, used & maintained as standard business practice in their designated work environments. Directs engineering/technical activities. Develops engineering policies & plans projects concerned with traffic studies, speed control, interchange justification, high accident locations, traffic flow, signals & warrants. Provides technical expertise in the area of traffic safety, highway capacity, signal warrants, traffic control zones. Oversees Highway Safety Program & District Safety Review Team. Evaluates safety work plan, engineering studies, & manages safety funding. Acts as advisor to District Deputy Director on traffic related issues; establishes priorities for high accident location activities. Reviews consultant studies (warrants, capacity, safety & access justification). Plans, reviews & approves (endorse/signature) signal warrant & high accident location reports). Prepares work orders for implementation by work crews. Operates state vehicle to travel to sites to inspect complex structures (e.g. accident locations; speed, school & no parking zone locations; new access points; sight distance; spot speeds (lasers), traffic control items, & complaint locations initiated by the general public). Utilizes traffic analysis software programs (e.g. Synchro, HCS, TSIS, PETRA, Electronic Count Board, PC Warrant, Numetrics, MONARC, ARIES, etc.).

Signs plans as registered professional engineer; provides budgetary information to Planning & Engineering Administrator; researches & makes recommendations to assist with long range planning for section (i.e. maintenance of structures, replacement of traffic signals, interchanges, etc.); evaluates impact of changes to engineering policies, procedures & standards having statewide implications & makes recommendations to supervisor; integrates changes in existing programs (i.e. traffic devices, Highway Safety). Provides reports (e.g. accident reduction, counter- measures, access modifications, & highway capacity) to supervisor. Establishes equipment & material needs for the Traffic Planning Department.

Acts as an expert witness in court cases involving traffic related issues; assists Planning Director by presenting recommendations for efficiency in this area; develops &/or revises policies & directives based on field observations & testing (i.e., traffic planning); represents administrator in administration of contracts involving multiple complex projects. Independently generates & signs name to external correspondence (e.g. inquiries, investigations, acknowledgments) to consultants, governmental units, private industries & general public on matters relating to sections' activities (i.e. traffic planning); conducts field inspections; meets with officials from district &/or external officials (e.g. consultants, Federal Highway Administration (FHWA), local authorities & county officials) to present departments position & offer recommendations of acceptable alternatives where established policy does not apply; attends training & serves on various internal &/or external committees.

Qualifications

Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.

-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license.
