Full Job Description
POSITION CONCEPT

This position is the liaison between Transmission Engineering, Transmission Operations and Project Management. This position is responsible for the execution of the Transmission Maintenance and Inspection Programs including engineering design for maintenance projects, oversight and administration of the inspection programs, and activity-based costing for maintenance and inspection activities. This position investigates outages to find root cause and improve reliability across the fleet. This position works directly with Transmission Engineering to also support contractor management support with pre-construction activities along with any Transmission modification requests to the company.

PRIMARY DUTIES AND RESPONSIBILITIES
  1. Provide direction to direct reports in project management coordination, planning and scheduling coordination, engineering design, and construction aspects related to Tampa Electric Company's Transmission Maintenance Program. Act as liaison between engineering, operations, and project management to continually have work available for construction consisting of project schedules, milestones, and in-service dates. (30%)
  2. Lead the Transmission Maintenance Program by managing engineering contractors for pole replacements, leading monthly maintenance review meetings, and working with planners to build and manage backlog. Train and educate the team on maintenance practices and work package preparation. Review and compare work schedules with planners and supervisors with regard to outage availability and crew resources for maintenance work. (20%)
  3. Develops estimates for cost and resource requirements for Transmission Operations projects, assists with the development specifications, bid documents and evaluation processes for contracted services. Implements strategies to ensure efficient execution of maintenance and inspection activities and interfacing with Purchasing and Stores regarding material availability and inventory levels. (10%)
  4. Lead the Transmission Inspection Program by providing leadership and direction for inspection programs, interpreting and prioritizing inspection results and managing the migration of data to the maintenance database. Schedules & coordinates inspection activities with contractors, internal departments, patrollers, and provide customer notifications as needed. Provides oversight and guidance for transmission line patrolman regarding daily workload, circuit patrol prioritization, and data collection (10%)
  5. Ensure that future Transmission expansions and maintenance activities will align with TEC's expansion plans by communicating with System Planning and Transmission Engineering about future projects. Direct monthly status meetings with Transmission Operations and Transmission Engineering. (10%)
  6. Assist engineering with support and updating of the Transmission standards for the company. This includes but is not limited to General Rules and Specifications, Approved Materials Catalog, NESC, and the tariff. 10%
  7. Lead the storm preparedness for the Transmission Operations Department. Lead the training of mock storm and confirm the department is ready in all aspects. Assignment of patrol teams to patrol prioritized circuits and to coordinate with Supervisors to complete restoration efforts. (10

Indirect Supervision: Transmission Contractors

RELATIONSHIPS

Key Internal: Electric Delivery Operations, System Planning, Transmission and Substation Planners, Transmission Engineering, Commercial and Industrial Account Managers, Purchasing and Contracts.

Key External: Manufacturers, contractors, other utility representatives and customers.

QUALIFICATIONS

Education

Required: Bachelor of Science Degree in Engineering from an ABET accredited program

Preferred: Bachelor of Science Degree in Mechanical, Electrical, Civil, or Industrial Engineering

Experience

Required: A minimum of four years of engineering, including two years of experience in Energy Delivery Engineering or related field.

Knowledge/Skills/Abilities

Required: Must have demonstrated positive leadership skills, initiative and the ability to assume increasing levels of responsibility and progressively more complex technical assignments. Proficiency in Microsoft Office (Access, Word, Excel, and PowerPoint).

Preferred: Familiarity with Transmission operations or engineering, DETM, ED Construction Programs, General Rules & Specifications, Approved Materials Catalog, and Standard Electrical Service Requirements is preferred.

This position requires physical demands while working in field, such as working in energized areas, walking in rough terrain, lifting objects up to 50 lbs., and wearing Fire Resistant (FR) clothing.
