Full Job Description
This announcement provides the opportunity for a reassignment/promotion to the Training and Talent Development Analyst position within Mission Support, Training and Talent Development Team in Arlington, VA. Duties The successful candidate will be primarily responsible for training development, facilitation and knowledge management. The successful candidate will also assist with other initiatives within the Training and Talent Development (TTD) Team involving both the design and facilitation of group training events dealing with organizational change and employee knowledge initiatives. Training and Talent Development Team initiatives are designed to advance the professional development, growth, and performance of OIG employees. The successful candidate must be highly motivated and have demonstrated skills/experience in learning development, and group and instructional facilitation. Specialized experience teaching and/or instructing in an OIG environment, adult education programs and workshops is highly desired. Bring your skills and voice to our team! The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. Training Program Development 3 Design, develop, deliver, and evaluate instructor led and e-learning training programs that support USPS OIG's business objectives aimed at creating and sustaining this high performing Agency. 3 Serves as an expert in the formulation, development, facilitation and evaluation of plans and procedures for the employee development and training programs for the USPS OIG. 3 Specialized experience teaching and instructing adult education programs. 3 Author and organize training systems procedural manuals, supporting documentation for training programs and systems in accordance with organizational and departmental requirements. 3 Develop and coordinate work plans and project proposals involving staff needs, costs, and scheduling dates to meet program objectives. 3 Manage the preparation of instructor materials and required job aids, templates, and reference materials supporting different training platforms and formats. 3 Deliver training materials via a variety of channels, including in-person classroom training and/or virtual training sessions to a decentralized audience. 3 Support the training and workforce development at USPS OIG, in exhibiting aspects of declarative and procedural knowledge along with motivation, measurable in equal proportions, to deliver the required Training, and Talent Development to USPS OIG staff. 3 Implement innovative approaches to enhance the learning experiences of the USPS OIG community including use of emerging technologies. 3 Coordinate and assist in the development and distribution of various instructional guides to document training events or specific training needs. 3 Partner with organization wide functions to understand training requirements necessary to support operational needs and seeks out training opportunities to facilitate identified needs. 3 Facilitate group meetings, teambuilding, and business planning sessions with Agency personnel; and perform a variety of administrative activities essential to the delivery of the training department's services. 3 Coordinate with the TTD manager on the development and administration of pilot classes and course development projects. 3 Oversee the administration of multiple courses per month, including pre-planning and coordination, onsite presence and troubleshooting, and follow-up evaluations. 3 Coordinate component and agency-wide training programs for the USPS OIG, by representing the TTD team at training meetings with other USPS OIG personnel; scheduling space, overseeing logistics requirements development, and implementation for USPS OIG-hosted training; coordinating with training vendors and course instructors. Curriculum Design 3 Conduct the research necessary to develop and revise training courses performing in-depth needs analysis, identify performance gaps and changes in work processes and procedures. 3 Works with OIG staff and experts to develop the design for a training curriculum using instructional design methodology focusing on innovative ways to deliver and deploy learning, incorporating creativity and flexibility through all phases of each project. 3 Consult with subject matter experts and stakeholders to ensure accuracy and usability of the targeted learning intervention and to determine the best learning solution for each training situation. 3 Facilitates the conversion of traditional training materials to alternate learning formats - computer assisted instruction, Webcast delivery, video streaming, Internet, and/or state of the art technology/other means. 3 Plans, organizes, and conducts research on complex learning and professional development issues that involve major areas of uncertainty in approach, methodology, or interpretation to identify appropriate solutions. Requirements Conditions of employment 3 Must be a U.S. citizen 3 Must be able to pass a drug screening 3 Must be able to pass a background investigation 3 Must be able to obtain and maintain Moderate Background Investigation security clearance 3 Must be able to obtain and maintain a government-issued credit card 3 May be required to successfully complete a 12-month probationary period Qualifications MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. 3 Bachelor's Degree from an accredited college or university and 4 years' specialized experience developing, designing, or facilitating adult training and development programs. OR 3 At least eight years of specialized experience developing, designing, or facilitating adult training and development programs. DESIRABLE QUALIFICATIONS 3 Experience with United States Postal Service (USPS) and/or Office of Inspector General (OIG) operations, policies, or procedures 3 Training or Talent Development certification highly desirable 3 Knowledge of Adult Learning theories and principles EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. 3 Demonstrated ability to conduct comprehensive needs analysis and performance gap assessments, translating findings into actionable recommendations for the design, development, and revision of training materials, aids, and devices, utilizing innovative instructional methodologies and emerging technologies to ensure alignment with organizational objectives and continuous improvement of workforce development programs. 3 Demonstrated experience leading group facilitation and delivering training materials across in-person and virtual channels, effectively leveraging engagement techniques such as interactive tools, gamification, and role-playing scenarios, while managing course timing and maintaining a logical lesson flow. 3 Ability to facilitate the conversion of traditional training materials to alternate learning formats specifically: computer assisted instruction, Webcast delivery, video streaming, Internet, and/or state of the art technology/other means. 3 Demonstrated experience using the following software suites in the development and delivery of training materials: Articulate Storyline, Canva, Vyond, Adobe Creative Suite, and Captivate. 3 Demonstrated experience designing leadership development, Agile project management, AI Best Practices, and team-focused business management (i.e. Lean Six Sigma) courses. 3 Demonstrated experience facilitating training using self-awareness, leadership growth, and team communication workplace tools such as Myers Briggs, DISC and 360 Degree Evaluation. Including developing after action career development plans. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience. This position is being advertised at the Journey Band level, equivalent to a GS-9 - GS-13. The salary range for this position is $70,623.00 - $158,322.00. The salary figures include locality pay.
