SAIC seeks a Scenario Developer to provide Navy Fleet HQ training objective management and scenario development support to Navy Warfare Development Center (NWDC). The selected candidate will support the training and sustainment of Maritime Operations Centers (MOCs) command and control capabilities at Major and Numbered Fleet Commands, Naval Component Commands (NCC), and Joint Force Maritime Component Commands (JFMCC) at the Operational Level of War (OLW).

Key Responsibilities

Scenario Development & MSEL Writing
  • Develop synthetic exercise scenarios in accordance with naval, joint, and coalition doctrine, TTPs, and Numbered Fleet requirements in an OLW environment
  • Assist in developing the scenario road to crisis, operational environment, and storylines to accomplish commander's training objectives
  • Develop synthetic exercise injects and utilize Master Scenario Event List (MSEL) tools to track storylines and events daily
  • Ensure training objectives are supported by scenario elements, storylines, and MSEL implementers (intelligence reports, message traffic, assessments) for Fleet Synthetic Training (FST) and MOC Training
  • Ensure scenario elements and MSELs are linked to simulation activities, C4I stimulus, order of battle rosters, and other technical/operational means necessary to satisfy training objectives

Exercise Planning & Coordination
  • Develop exercise documents including orders, exercise directives, and game books
  • Coordinate with team project leads and coordinators to prepare exercise artifacts, reports, point papers, talking points, and staff products in support of exercise planning activities
  • Provide recommendations for and development of synthetic augmentation to live training exercises

Modeling, Simulation & Subject Matter Expertise
  • Utilize synthetic war-gaming software for OLW synthetic events and exercises
  • Provide expertise on tactical to operational-level joint, coalition, and service doctrine
  • Apply advanced analytical techniques - including data mining, statistical analysis, and/or modeling - to develop exercise implementation solutions for realistic presentation
  • Capture and incorporate lessons learned from synthetic training exercises into future events

Required
  • U.S. Citizenship
  • Education: Bachelor of Arts or Bachelor of Science degree and 10 years experience. 4 additional years in lieu of degree
  • At least five (5) years of Modeling & Simulation (M&S) experience in OLW exercises, Fleet Synthetic Training, or service-equivalent exercises
  • At least five (5) years of scenario development and MSEL writing experience
  • Experience with the Joint Training Information Management System (JTIMS) or similar training management tools
  • Active Top Secret security clearance with TS/SCI eligibility

Desired
  • Previous Navy operational experience and familiarity with Navy command structures and numbered fleet requirements
  • Knowledge of one or more functional areas: Operations, Plans, C2, Fires, Intelligence, IAMD/BMD, OLW Logistics, SOF/Irregular Warfare, Cyber, Space, ASW, or Strategic Communications
  • Experience with Joint Event Life Cycle (JELC) planning conferences and joint training enterprise coordination
  • Familiarity with performance-based exercise programs at Fleet, joint, or major command headquarters
